For human rogues the Rune of Precision is in the Cut-throat Alley which is in the Dwarven district of Stormwind. You get to the alley by entering a shop with no signage on the outer rim of the Canals at 56.63, 29.92. Once you arrive head upstairs and there is a chest that spawns at 61.75, 29.22. The timer appears to be approximately 3-4 minutes between each spawn. Beware though, once you loot this chest two level 10 Cut-throat Mugger spawn & attack.

Once you learn the Rune of Precision you will have access to Between the Eyes but you need a ranged weapon to use the ability & your throwing weapon will not count. This will require 10 silver to learn a ranged weapon from a Weapon Trainer. As human you can only learn crossbows in Stormwind from Woo Ping. You can also purchase a light crossbow (lvl 3 requirement) from Marda Weller for 2s 97copper but coming across other crossbows will not really happen for some time. You are better off heading to Ironforge to learn guns. When you eventually make it to Darnassus you can learn bows which will work with the ability as well.

While on my gnome, located dusty chest (51.9,13.1 in Ironforge) under Tynnus Venomsprout.

Beware though, once you loot this chest two level 10 Cut-throat Mugger spawn & attack.

Found this in a chest near a shipwreck underwater in Tirisfal Glades. Pick pocketed the shipwreck cache key off the Murlocs on the north coast of Tirisfal Glades. The shipwreck is on the coast and the chest is a little bit away from the coast, under water, and left of the rock formation.

If you've learned Stealth before you pick up this rune, just hit it as soon as you loot the chest and the ambushers will not spawn.
