This bonus seems very powerful. Even with a 20% chance.
Fury warriors are often forced to ignore their "Slam!" procc to maintain the optimal rotation.
Reducing the global cooldown and increasing the duration of the short procc will make it easier to fit in at least one.
For Arms warriors, the extra charge and reduced GCD will be most useful, I guess.
With the stats on the Warrior Set, this is the way most will go for. That's for sure.

I just got my 4pieces so here some stuff I noticed with the 4pc proc as Fury:

1. Both charges causes a 1sec GCD when used, it doesn't matter if the proc refresh, and it doesnt matter if it refresh with either 1 or 2 charges left, your 2 charges will always be 1sec gcd.

2. If you have 2 charges up and bloodsurge proc again (normal proc or 4PC proc), it will stay at 2 stacks and reset to 10sec. So contrary to what some people have said, it wont reset to 1stack with 5sec left if proc again. Maybe they fixed it in 3.3.2, I don't know.

That's it for now, overall getting 2 quick slams is pretty good but the low proc rate make it unreliable to a point of being potentially insignificant in quick duration fights and frustrating when it proc at a bad time.

I would really appreciate if Blizzard could make Bloodsurge less RND in Cata, at least the 4pc proc wouldnt be as RNG.
