I think It's just my imagination but I went and Tamed a " Winter Wolf " which has the same stats as this one and it was kinda wimpy. I tested the Winter wolf with my Level 15 Hunter and leveled it from 8 to 13. I taught it Bite 2 but It was pretty dull the whole time. I definately wanted a White Wolf and I don't like the " Worg look " of Timber, so I went back to Dun Morag , Ice flow lake area. There I picked up a Starving Wolf. The silly thing absolutely rocks! He tears into mobs like a hurricane creating havoc wherever I send him. I followed exactly the same process I did with the Winter Wolf and leveled him from 9 on up. The only real difference is this wolf comes with Bite 2 so I didn't have to add it. I guess I got lucky.

I think "Starving Winter Wolf" refers specifically to Timber's two hangers-on. (Presumably, they're a pair of sickly, hunger-maddened wolves that follow the big worg around to scavenge his kills.)

I had to have a buddy distract and kill them both in order to tame Timber at level 11. Bleh.

This wolf exists on the island where they said it would be. The Starving Winter Wolf only spawns when the Rare lvl 10 silver dragon Timber does. That grp has Timber lvl 10, Starving winter Wolf lvl 8, and winter wolf lvl 8 i believe. They only walk around that island only. Hopefully that helps.

Same thing as the OP, wanted Bite 2 on my lvl 10 hunter.
First I parked my hunter on the lake, then I took my 70 mage to the island, quickly killed all but one starver, switched toons and quickly tamed the one remaining. He gave me rabies, though, but it was worth it. I learned bite 2 on the second mob i killed.

I wanted to tame one of these in order to learn bite-rank 2. When I arrived at Ice Flow Lake, I realized the only "starving winter wolves" were the 2 wolves that run on either side of the named wolf on the larger island. The named wolf is Timber and the other two that you have to fight if you attack him are "starved winter wolves". The other wolves on the lake are all different. I think they are just "winter wolves". So I decided to try anyway, wanted to see if I could figure out a way. Obviously I had no pet with me since you have to be petless to tame something. But I did have the advantages of having already tamed a pet before and having gotten myself to level 12. I cleared all the other wolves in the area to elliminate the chance of getting an extra add and then I targeted Timber from the longest distance that I could hoping to have him near death even before the three reached me. This did not go particularly close to how I planned it. Because of the path the three were taking and the topography of the island and such I had to be closer in the than my maximum ranged distance and I only had him down to about half health when they reached me. I killed him and got the first starved winter wolf down to about a quarter of his health before I died. But knowing that I had a group of only two now, rather than three I ran back as fast as I could from the cemetary to try again. When I got back I immediately sat down to eat a food with a stamina boost. I saw the other wolves on the island had mostly respawned but I knew that I didn't really have to clear all of them so I made a quick assessment of the path the 2 winter wolves were taking and took out 2 or 3 other wolves as I watched. Then I got into a postion that I knew was clear and thought the winter wolves were about to walk back towards and just went for the tame while they both attacked me rather than trying to take one out first. I managed to tame him with a tiny bit of my health bar still showing and he turned on the other and fought him while I bandaged myself and then joined in to help him finish off that last starved winter wolf.

With a stamina boost and/or some other boost such as oil of olaf, I'm sure others could tame one of these mobs even without reaching level 12 first. Another possibility that you might try is to have friends target Timber and the other wolf while you only target the one that you try to tame. Supposing that this does not distract your target from being tamed it would certainly be preferrable to having to make a body run in order to finish the job.

"Starving winter wolf" spawn with the rare mob Timber there will be two starving winter wolfs. My suggestion if your low level is to tame one of the wolves around the area and use that wolf to kill timber and one of the starving winter wolves. Abandon it, and tame the last one. Over all it's a pain in the ass and there are easier ways to get bite rank 2
