A lot of people seem not to get, what Simon is saying. He means to give the glaives to the player not the class. All those comparisons compare 2 hypothetical players, with equal skill and comitment. But in reality skill and comitment are the bigest factor that define your performance to the raid and your worth in the guild. So those factors should be prioritized. Especially since the comparison between an equal players won't have one clear winner.
First warglaives are obviously reserved for raid leader and/or person who is best them. Don't think anyone will look at dps

Whichever player is pushing high PvP ranks should get it. Once you are killing Illidan consistently it doesn't even matter how much extra damage a single player does. You are already clearing all the content easily! Give it to the person doing content that never becomes easy to clear, so they could always use a bit of extra help. The PvP content.
It obviously favors Rogues more because rogues want a slow main hand and a fast off hand. Warriors want 2 slows weapons.
Meanwhile in live, the warglaives arbitrarily can't be transmogged by rogues or warriors, the classes that actually USED them.
Rogue because the pvp side of the game exist and are hands down the best choice in PvP alongside PvE for rogue, idk how that choice couldn't be more clear
Warglaives should go to whichever rogue or warrior has put the most effort into the guild, been around the longest, has been a reliable raider.Imagine @#$%^&* one of your most valued dps because the glaives are 50 dps higher on someone else.

I would say the first to get a pair would be whichever Twitch streamer still has a server full of simps who will happily step aside and let them have them, but I think they all moved on to other MMOs like FFXIV.
