I spoke to a friend who works at Blizz that was, unfortunately, part of the harassment that went on and during the convo i asked her SPECIFICALLY about Jeff because the timing of his departure (right before the news broke) seemed to line up. She made it VERY CLEAR that he was one of the good guys. I don't think he was removed from the game because of any wrongdoing. I think he was removed because of them scrubbing names to real people point.edit: added a few words for clarity

having anything named after anyone is a risk and blizzard is beyond stupid for naming so many key things after staff members, controversy or not.
I think it is also related to how Jeff left OW2 before it's conclusion. While it doesn't feel cool, at least it can make some sense if you add it with the new policy of not naming things in of behalf of devs.
Have to agree that it sounds more like a case of future-proofing.

At this point just scrub all reference of Metzen, Morhaime, and maybe Samwise as well, and you get the new, clean, and cringe Blizzard.
