Disclaimers About This Tier List

Classes will be ranked assuming that the group is optimizing for total raid DPS, not just single target boss DPS. Trash fights constitute the large majority of time spent clearing a raid, so classes with strong AoE or cleave damage will rank much higher than those with exclusively single target strengths. Likewise, some raid debuffs like and are disproportionately useful on boss mobs relative to trash, so they will be heavily down-weighted in this analysis since their impact on total raid clear time is minimal despite being excellent tools for boss parsing.

When ranking the various buffs and debuffs brought by each class, this list will assume a balanced raid composition compromising two physical DPS groups and two caster groups. A balanced split like this has been the most common raid configuration in TBC Classic, but note that competitive speed-running comps may instead opt to go all-in on stacking just physical DPS or just caster DPS. As a result, certain highly ranked raid debuffs like and may not be as valuable for your specific raid team if you run very few physical DPS, so keep this in mind when interpreting the tier lists for utility specs.

These rankings are min-max evaluations under the assumption that players of each spec are executing their rotations perfectly and fully maxing out their character's performance via professions and consumables. Remember to keep in mind that player always trumps class in any realistic raid environment, and in practice, your raid team will benefit more from simply recruiting and retaining the top players you can find regardless of the spec they play, rather than hyper-focusing on a single meta comp.

DPS Tier List Predictions for Phase 3 of Burning Crusade Classic

S: The combined personal DPS plus raid DPS contribution of this spec is so high that is worth stacking 2 or more of them in an optimized raid comp.

A: The combination of buffs and debuffs that this spec brings is mandatory in any min-maxed balanced comp, but its personal DPS is not high enough to merit stacking more than one of them.

B: The spec is a solid choice with respectable throughput and utility, but it is debatable whether it belongs in a perfectly optimized Phase 3 raid comp. Nevertheless, even highly competitive raid teams should have zero qualms about bringing this spec to Phase 3 raids.

C: This spec is perfectly viable for Phase 3 content when played well, but its combined personal throughput and raid utility is simply not good enough to justify its inclusion in a fully min-maxed raid team.

D: The spec is technically viable, but suffers from many weaknesses and should only be brought if there isn't another option.

Note that these definitions apply only to the "Overall Ranking" given to each spec. A given spec might be S tier in one or more individual categories but still may not be worth stacking in a raid comp.

DPS Viability Changes for Phase 3 of Burning Crusade ClassicS Tier SpecsShaman

The group buffs provided by this spec are so overpowered that it should be considered mandatory to bring one Enhancement Shaman for each physical DPS group in an optimized raid. Like other Shaman specs, each Enhancement brings an additional Bloodlust / Heroism buff to the raid, and Fury Warriors in particular scale better with Haste than any other spec in the game. On top of this, Enhancement Shamans are unique among Shaman specs in that they can twist + together without giving up any personal DPS or HPS, as the Enhancement rotation has plenty of free GCDs already built in for totem twists. Optimized physical DPS groups will always be split between specs that require (Warriors / Retribution Paladins / Rogues) and specs that require (Hunters / Feral Druids), so the ability for an Enhancement Shaman to provide both totems at very high uptime and zero personal cost cannot be overstated. Finally, rivals as one of the best party buffs in the game, and its value scales with each coming content phase due to increasing AP levels on all physical DPS gear.

Warlock

Warlocks have been a top-tier DPS spec throughout TBC, but in Phase 3 they convincingly secure their place as #1 DPS class in the game. The Hyjal Summit raid in particular is perfectly suited for maximizing the damage potential of Seed of Corruption, as almost the entirety of the raid is waves of trash with very large pack sizes that are amenable to continuous Seed spam. Unlike Arcane Mages, Destruction Warlocks require very little party support to attain near-optimal damage output on trash, and multiple Warlocks in a raid scale with one another on single target fights via the talent, making them the easiest class to heavily stack in a raid comp.

Warrior

Just like vanilla WoW, Fury Warriors are the best scaling DPS spec in TBC as well, but the absence of world buffs in TBC means that it took a few phases of gear upgrades for the spec to fully blossom via its superior scaling. Phase 3 itemization disproportionately boosts the output of Fury Warriors compared to other physical DPS specs, as does the lower average boss armor in Hyjal Summit and Black Temple compared to Tier 5 raids. But the real power of the spec is on trash packs, especially in the Black Temple raid where the average mob density is perfectly suited for maximizing the output of , Whirlwind, and . Caster DPS reigns supreme in Hyjal Summit due to the much larger pack sizes in that raid, but full melee cleave comps involving several Fury Warriors are expected to be quite competitive for Black Temple speed clears.

A Tier SpecsHunter

The debuff provided by this spec scales tremendously well into Phase 3 and onwards, making it absolutely worth bringing in any raid composition with multiple physical DPS groups. Not only does the raw Attack Power provided by the debuff scale with increasing Agility levels on Phase 3 gear, but the raid DPS value of that AP also jumps up in Phase 3 given the impressive performance of Fury Warrior melee cleave comps in Black Temple. The personal DPS of Survival Hunters is also not too far behind that of their Beast Mastery brethren, making it a no-brainer choice to use one in a typical raid team. In fact, in AoE situations, the Survival spec actually outperforms the Beast Mastery spec due to their 30% increased damage from the talent.

Mage

Arcane Mages are rather unique among TBC DPS specs in that they provide very little raid utility, but are worth bringing to optimized raid comps in spite of this simply because of their enormous personal DPS output in both single target and AoE situations. Based on PTR logs, this trend will continue in Phase 3 raids as well, and Arcane Mages can expect to vie for the top of the damage meter on both trash and boss fights, especially in the Hyjal Summit raid. However, the amount of party and raid support that an Arcane Mage requires to maximize their output, combined with the lack of any analog to that synergizes with multiple Mages present, means that the spec is less amenable to class stacking than Destruction Warlocks are.

Priest

In Phase 3, Shadow Priests continue to justify their raid spot almost entirely on the basis of their party and raid utility, as their personal DPS will continue to be extremely lackluster throughout the expansion. The value of said utility continues to scale very well in Phase 3, however: the and debuffs will add more and more total DPS as your Mages and Warlocks gear up, and the Mana regeneration provided by can be a substantial boost to both Arcane Mage DPS and Protection Paladin TPS depending on your group setup. In the Hyjal Summit raid, specifically, the personal DPS of Shadow Priests will see a nice bump in Phase 3 via the use of on large AoE waves.

Warrior

Similar to the Survival Hunter spec, a single Arms Warrior is extremely impactful in any raid team with multiple physical DPS groups due to its unique debuff, which scales multiplicatively with the other damage multipliers commonly found in physical groups (such as and ). In Phase 3, the viability of the spec is further boosted since its personal DPS contribution is expected to spike on Black Temple trash packs, whose mob density is perfectly suited for maximizing the output of , Whirlwind, and . Having at least one Warrior (regardless of spec) in each physical group is also mandatory, as is arguably the best party buff in the entire game.

B Tier SpecsHunter

In Phase 3 raids, Beast Mastery Hunters are expected to retain their place as a top tier single target DPS spec that will compete neck and neck with Arcane Mages and Fury Warriors for the top of the damage meter on single target boss fights. When considering overall raid DPS, however, BM Hunters will fall off significantly relative to Fury Warriors in Phase 3, as the mob density in Black Temple trash packs is perfectly suited to maximize the cleave potential of DPS Warriors, and there are fewer raid mechanics that penalize melee disproportionately relative to ranged DPS.

Paladin

Ranking the value of a Retribution Paladin in a raid comp is tricky, because the only reason to bring one to an optimized raid is for an additional Blessing, whose incremental value depends on how many Paladins you already have and on how physically stacked the raid is (caster-heavy comps can get away with just two Blessings). Assuming that three Blessings are required, then any one of three configurations of Paladins can work: Protection / Retribution / Holy, Protection / Protection / Holy, or Protection / Protection / Retribution. Retribution Paladins certainly carry their weight if you choose to run one, packing solid single target DPS that is boosted in Phase 3 since can be regularly used on the plethora of Undead and Demon type mobs in Hyjal Summit and Black Temple. For Hyjal trash waves, you will also see a shift in their gearing approach towards full Spell Power gear in order to maximize the Paladin's AoE DPS via .

Warlock

Whether or not using an Affliction Warlock in your raid team is optimal depends on how heavily caster-stacked the raid is: the spec gives up a significant amount of single target DPS compared to its Destruction counterpart, in exchange for 3% bonus damage to all Warlocks and Mages via the talent. Affliction Warlocks will be maximally viable in the Hyjal Summit raid, as stacking Warlocks and Mages will be optimal given the large pack sizes on all Hyjal trash waves, and since Seed of Corruption damage does not benefit from talents in the Destruction tree.

Shaman

This spec earns its "B" ranking simply by virtue of being an additional Shaman in the raid that doesn't take up a healer spot: Bloodlust / Heroism alone is sufficient to justify the inclusion of an Elemental Shaman in any balanced raid comp. However, unlike Enhancement Shamans whose party utility is large enough to almost always merit bringing two of them, whether or not it is optimal to bring an Elemental Shaman is a less clear cut decision that depends on the details of an individual raid team: the personal DPS of the Elemental spec is much lower than that of the Enhancement spec, and adds a lot less DPS in a caster group than the combination of and + twisting does in a physical group. In Phase 3, the personal DPS of Elemental Shamans also falls off even harder relative to Warlocks and Mages due to the spec's mediocre gear scaling.

C Tier SpecsDruid

In Phase 3, the single target performance gap between Destruction Warlocks and Balance Druids is expected to widen significantly due to the superior gear scaling of the former. Furthermore, the lackluster AoE toolkit of Moonkins combined with the ubiquity of large AoE packs in the Hyjal Summit and Black Temple raids makes it difficult to justify using one in a competitive raid environment, compared to stacking an additional Warlock in that slot. The unique debuff provided by the spec also loses a lot of value in Tier 6 content due to the preponderance of high quality Hit Rating gear available for physical DPS, and omitting the debuff entirely actually makes loot distribution easier for a typical raid comp since fewer Hit Rating pieces will go to waste. For guilds that are interested in boss parsing rather than quick raids, however, then is worth running due to the higher boss Hit cap and the lower contribution of cleave/AoE damage on boss encounters relative to trash.

Rogue

Similar to Balance Druids, Rogues suffer from the fact that their primary raid debuff () has very limited value on trash fights, which constitute the large majority of time spent clearing a raid, making it suboptimal to include one in a min-maxed raid comp unless the raid is optimizing specifically for boss DPS alone. Most trash mobs in Black Temple, the Phase 3 raid that is most amenable to physical DPS stacking, simply do not live long enough for the raid to benefit from appreciable uptime on . Furthermore, while Rogues do possess burst cleave potential via Blade Flurry, the limited duration and cooldown on this ability makes their overall cleave output pale in comparison to that of Fury or Arms Warriors.

D Tier SpecsDruid

When playing a pure DPS role, Feral Druids retain their same strength as in previous phases, namely respectable single target DPS that is competitive with all other melee specs besides Fury Warriors. They also retain the same weaknesses: non-existent cleave damage and a lack of powerful raid buffs or debuffs to make up for it. Unfortunately, the party DPS boost provided by plus the DPS boost that an Arcane Mage gains from the Feral's Innervate are insufficient to justify including a "mono-cat" in a competitive raid team, provided you have the option of bringing another Fury Warrior or Beast Mastery Hunter instead.

Healing Tier List Predictions for Phase 3 of Burning Crusade Classic

S: The combined personal HPS plus raid DPS contribution of this spec is so high that is worth stacking 2 or more of them in an optimized raid comp.

Healing Viability Changes for Phase 3 of Burning Crusade ClassicS Tier SpecsShaman

The group buffs provided by the Shaman class are so overpowered that it should be considered mandatory to bring one Shaman per party in an optimized raid. Like other Shaman specs, each Restoration Shaman brings an additional Bloodlust / Heroism buff to the raid, and these buffs can be chained within a single party if desired by swapping multiple Shamans in and out of the group. On top of this, if the Restoration Shaman is the sole Shaman in a caster group, they also contribute to boost the DPS/TPS/HPS of party members, as well as for group-wide Mana regeneration. The insane utility of the spec is complemented by its excellent HPS in scenarios with raid-wide damage, as is unmatched by all other healing spells besides for effective throughput. Because of this, pretty much any raid team will optimally run at least two Restoration Shamans, and stacking up to 4 can be justified depending on the overall group composition and objectives of the raid team.

B Tier SpecsDruid

In Phase 3, Druids specced deep into the Restoration tree will continue to be the absolute best tank healers in the game, and will fill the exact same niche of providing a high HPS "HoT blanket" on all tanks in an encounter that can be sustained almost indefinitely due to the spec's extremely high Mana efficiency. Phase 3 itemization introduces a qualitative jump in the effectiveness of Restoration Druid healing, since the presence of lots of high quality Haste gear means that Druids can stack enough Spell Haste to lower their GCD below the breakpoint at which 5 spells (compared to 4 previously) can be cast between Lifebloom refreshes on a tank. Given these strengths, the reason for an overall "B" rating for the spec is its lack of unique party buffs or debuffs for boosting overall raid DPS.

Paladin

Similar to the Retribution spec, the only reason to bring a Holy Paladin in a min-maxed raid is for the additional Blessing they provide. As a result, the optimality of the Holy spec will depend on how many Paladins you already have and on whether the raid contains enough physical DPS to merit a third Blessing (caster-heavy comps can get away with just two). A common misconception in the community is that Holy Paladins are great single target healers, but in reality, a Priest or Shaman will be equally effective at the job of spamming a single tank, and the assignment only goes to the Paladin because its raid healing potential is truly abysmal compared to the other classes. In Phase 3 raids, the utility value of Holy Paladins who spec into becomes even larger due to the dominance of Protection Paladins as the best tank spec in Hyjal Summit and Black Temple; a Paladin tank with a Holy support spec in their party will be able to talent into the superior build in order to boost their snap Threat on trash pulls.

Priest

Holy Priests are the raid healing counterpart to Restoration Druids: both specs are miles ahead of the competition in raw throughput for their specific healing niche, but contribute almost no raid DPS via unique raid buffs or debuffs. Phase 3 will further widen the raid healing performance gap between Holy Priests and all non-Shaman healers, since many boss encounters such as Gurtogg Bloodboil and Mother Shahraz feature constant sources of raid damage that are perfectly suited for spam. In addition to the raw HPS contributed by , Holy Priests also possess the most diverse healing toolkit of any TBC class, making them a solid choice for most raid teams despite being potentially suboptimal in a fully min-maxed comp given their lack of raid DPS contribution.

C Tier SpecsDruid

There has been a fair bit of discussion recently around the merits of running a Balance Druid healer in place of a deep Restoration build in competitive speedruns. This hybrid Balance-Restoration healing build is sometimes referred to as the "Dreamstate spec" since it goes far enough down the Balance tree to access the talent for Mana efficiency, but this is a misnomer since the real purpose of the build is picking up in order to boost raid DPS. Raid teams that run a hybrid Balance-Restoration healer can therefore cut a Moonkin from their comp in order to run an additional Warlock or Mage, both of which contribute substantially higher personal DPS, while still maintaining the 3% Hit buff for their physical DPS groups.

While this swap sounds good on paper, there is a growing consensus within the theorycrafting community that the raid DPS benefits are simply not high enough to justify the HPS loss from the hybrid build. Firstly, loses a lot of value in Tier 6 content due to the preponderance of high quality Hit Rating gear available for physical DPS, and omitting the debuff entirely actually makes loot distribution easier for a typical raid comp since fewer Hit Rating pieces will go to waste. In addition, the debuff largely goes unused on trash packs, which constitute the large majority of time spent clearing a raid, due to the reduced Hit cap for trash mobs and the lack of efficient "Hit drops" that single wield specs (Arms Warriors, Retribution Paladins, Hunters, and Feral Druids) can take advantage of in order to itemize around . On the flip side, giving up Incarnation: Tree of Life form cripples the Druid's effectiveness at filling its unique niche of highly efficient tank healing, and giving up Swiftmend can easily cost more raid DPS over the course of an entire phase than is gained by once you account for DPS deaths that could have been prevented with an additional burst cooldown.

Priest

Discipline Priests fall in the same bucket as Balance Druid healers: a utility spec that sounds good on paper, but which gives up far too much personal throughput relative to its "pure" healing alternative spec (Holy in this case) to be worth running even when optimizing for total raid DPS. In this case, the buff provided by the Discipline spec adds even less raid DPS for caster groups than adds for physical groups, since Arcane Mages are the only casters with appreciable amounts of Spirit to begin with. In Phase 3, the personal downside from the Holy to Discipline swap will be even more noticeable than in prior phases, as the hefty amounts of raid damage in Phase 3 encounters make incredibly overpowered. However, Discipline is the superior tank healing spec for Priests due to the powerful Pain Suppression cooldown it brings for mitigating tank damage spikes, so it can be an okay choice for raid compositions that are deficient in tank healing.

Tanking Tier List Predictions for Phase 3 of Burning Crusade Classic

S: This spec excels in almost every tanking role across Phase 3 encounters, and also contributes substantial raid DPS via raid buffs and debuffs. Bringing at least one of these is mandatory for any raid team, and bringing two can be easily justified.

A: This spec is not universally excellent across all tanking roles in Phase 3, but fills a strong enough niche in a typical tanking core that the majority of guilds will be better off by including it in their raid comps.

B: In the hands of a skilled player, this spec can be an optimal choice for the "Tank 3" slot in a competitive raid team, as it lacks the toolkit to effectively main tank most boss encounters but is an excellent off-tank that contributes a lot more raid DPS than alternative tanking specs.

C: This spec is perfectly viable for Phase 3 content when played well, packing more than enough TPS and survivability to successfully tank all encounters, but it does not fill a required raid niche and its overall raid DPS contribution is simply not high enough to justify its inclusion in a fully min-maxed raid team.

Tanking Viability Changes for Phase 3 of Burning Crusade ClassicPaladin

In Phase 3, Protection Paladins become the undisputed kings of raid tanking, significantly outclassing both Feral Druids and Protection Warriors in the total value they bring to a raid team. A number of factors conspire to make Paladins emerge as the dominant tanks of Phase 3: Firstly, the mob density on trash packs in both the Black Temple and Hyjal Summit raids is set very high, and the damage dealt by trash in both raids is also quite low. These factors allow a single Protection Paladin to solo-tank most trash packs by themselves, facilitating extremely high raid DPS by maximizing the AoE and cleave output of Mages, Warlocks, and Warriors. Aside from a handful of hard hitting trash mobs that can be off-tanked by a Druid or Warrior tank to reduce damage intake on the Paladin, the other tank specs will feel very useless in the majority of both Phase 3 raids when the Paladin can handle pretty much all the trash by themselves. Secondly, the effectiveness of Paladins as main tanks gets a substantial boost in Phase 3 since many of the bosses are Undead or Demon type, resulting in a free 300+ TPS boost to the Paladin via the ability. Prior to Phase 3, one of the main weaknesses of Paladins in a main tank role was the necessity of choosing between either high TPS or low DTPS due to their limited itemization choices, but this tradeoff becomes a non-issue on bosses where can be used, as the TPS boost it provides allows the Paladin to get away with extremely defensive gearing while still holding Threat comfortably. On top of this, Paladin tanks scale tremendously well with Phase 3 itemization, as the Lightbringer Armor set provides such an excellent mix of both Threat and mitigation stats that very few compromises need to be made between the two axes in fully optimized BiS gear setups. Prior to Phase 3, the ability to sustain very high TPS and low DTPS simultaneously was unique to Feral tanks, but this niche will no longer be unique to Druids once Paladins have access to Tier 6 gear. Finally, the raid utility provided by an additional Paladin in the raid is miles above the other tank specs, as neither nor come anywhere close to the value of an additional Blessing.

Druid

Feral tanks continue to be the absolute best single target tanks in Phase 3, packing the highest effective health pool (EHP) of the tank specs while simultaneously generating the highest single target TPS and taking the least damage due to their sky-high avoidance. They also remain the best off-tanks due to their very respectable DPS potential in Cat Form when not actively tanking a mob, as well as the strong overlap between tanking and DPS gear pieces for Ferals (wearing 4 pieces of the Thunderheart Harness set is optimal for both roles, for example). Unfortunately, being the best at both of these roles is no longer sufficient to mandate bringing a Feral tank in a min-maxed raid: Protection Paladins become nearly as effective main tanks in Phase 3 as described above, and Fury Warriors become nearly as effective off-tanks as described below. The combination of most Phase 3 trash being AoE tanked, plus the personal DPS of Paladin tanks being abysmal when not actively tanking a boss, means that Ferals will spend most of their time DPSing in Cat Form during a typical Black Temple or Hyjal Summit farm raid, making them effectively "budget Fury Warriors" most of the time. Nevertheless, there are enough multi-tank encounters where a Feral Druid shines (such as main tanking Mother Shahraz or playing a hybrid Fire Resistance tank + DPS role on the Illidan Stormrage fight) that most guilds should continue running a Feral as part of their tanking core.

Warrior

Fury Warriors fell from grace as a primary tank spec in TBC due to the substantially higher incoming damage from TBC raid bosses compared to their vanilla counterparts, which forces TBC tanks to gear much more defensively and specifically cripples the TPS of the Fury spec, which relies on its exceptional scaling with DPS stats for its Threat generation. This being said, Fury or Fury-Prot tanks are highly underrated when playing an off-tank role, as the tank targets for the "Tank 3" role in a raid are generally just trash mobs that do not hit very hard, and which can be tanked using quite aggressive gear sets that are compatible with high TPS from the spec while also enabling the off-tank to pump out sizable personal DPS when their target is dead. Phase 3 itemization is particularly well suited for this niche, as the Season 3 Arena set Vengeful Gladiator's Plate Armor allows a Fury off-tank to simultaneously attain high Stamina and Armor, complete crit immunity via Resilience, and high TPS/DPS. The viability of using a Fury Warrior as the third tank is particularly promising in Phase 3, as almost all of the bosses can be safely 2-tanked by a Paladin / Feral or double Paladin team, and the few remaining multi-tank boss encounters do not require the second off-tank to generate high TPS (for example soaking the Saber Lash ability on the Mother Shahraz fight or tanking the second Flame of Azzinoth on the Illidan Stormrage fight). This means that a Fury off-tank can wear heavy mitigation gear on those select few boss fights without worrying about their Threat generation, and can wear much more aggressive gear when tanking trash. When used in this way, a Fury off-tank will add a lot more DPS than a Feral off-tank over the course of an entire raid, but will need to put more thought into their gear selection in order to pull off the role effectively.

Warrior

In Phase 3, Protection Warriors continue to be perfectly serviceable tanks even in competitive raid environments, but they are unfortunately strictly outclassed by each of the other three options on one or more axes. Similar to Feral Druids, Protection Warrior tanks are quite useless for the large majority of the Black Temple and Hyjal Summit raids, since Protection Paladins can safely solo-tank almost all of the trash in both instances. On bosses, they take more damage than Ferals do while generating less Threat than both Ferals and Paladins, and the gap on both axes will continue to widen over time due to the intrinsically poor gear scaling of the spec. In any case, a Warrior will optimally not be assigned to main tank any bosses in the first place, since they can contribute more personal DPS when not tanking than a Paladin does due to their ability to dual wield in . For these reasons, many Warrior tanks in competitive raids have swapped to Fury spec in preparation for Phase 3, as this will enable them to contribute far more DPS to the raid while still off-tanking effectively when needed.
