I'm guessing there isn't a macro capable of all that - You might beable to make a cast sequence macro you can hit once you have the offending party selected. You would have to go to the macro forums on the wow site for the proper macro though - can't think of it off the top of my head.

The charge part should work. The Hamstring part I think its going to be tricky since you're going to need to stay mouseovered the target. The last line acts like Tab targeting, so theres no guarantee to target who you want.
Think I'd have to recommend /cast Charge and doing the rest manually.

The basic rule is "one action, one keypress." In fact, that may be the set-in-stone official rule, as I can't think of any situation where that can be broken (legally, without external programs).
edit: note that things like sending a chat message are not actions. This means interaction with something in the game world.

If it uses a Global Cooldown, then you're right. One action, one keypress.
If you have abilities that don't trigger the GCD, then you can do stuff like so as a Arcane/Fire Mage:
/use UberSpellDamageTrinket
/stopcasting
/cast Pressence of Mind
/stopcasting
/cast Arcane Power
/stopcasting
/cast Pyroblast
Nature's Swiftness for heals. Trinkets never do so they can be put into any attack or heal.
P.S. I love mages who don't use a macro for PoM Pyro. I recognize Arcane Power immediately and start slamming my Spell Reflect macro.
