No release date has been announced. Any alleged release dates you see on retail game sites (walmart, gamestop, etc.) are not official.
It should be noted that almost 15 months passed between the announcement and release of the Burning Crusade. Wrath of the Lich King was announced in August 2007, so November 2008 would be 15 months after that. Presumably Blizzard would become more efficient with experience; assuming an 80% learning curve would put the release in August 2008.
