Other than that Blizzard EU and Blizzard US are different companies, there is no actual difference between the EU and US versions of the game, everything is exactly the same.
You can play on either side regardless of where you live, although you will need the US edition of the game if you live in Europe and want to play on US Realms.
I'd recommend playing on servers that are in your own region, ie. EU if you live in Europe and US if you live in the US. I personally play on the US realms as a European, simply because I had friends playing there and I had no idea how the timezone difference would affect me, as WoW was my first MMORPG.
I'd personally never ever play on a server not in my region in an MMORPG again for the following two major problems it has caused for me:
- Maintenance happens during daytime, meaning the servers are down for the majority of most Tuesdays giving me only a couple of hours late night to play. If it's a patch day then they will be down all day, meaning you can only play for 6 days a week in certain scenarios.
- Finding a raiding guild is near impossible, as nearly all guilds will raid when you are sleeping. Server primetimes will also be during the night, meaning that when you are playing you'll definitely have a harder time finding a group for anything.
Those are the main cons for rolling on a realm that's not in your region/timezone. Unfortunately there are no pro's to offset the cons for me.

There's no need to apologise or be ashamed of where you were born or live, my apologies for assuming you were either from Europe or the US, I didn't mean anything by it.
With a timezone of GMT+2 I'd personally recommend buying the EU version of WoW and playing on EU Realms, as that'll put you in the same (or very similar) timezone as the majority of Europe, giving you the best playing experience in regards to server activity and finding people to play with.
