The system is fine, save for the video card. 9800GS would be good, but a GT260 or higher would be much better. Other than that, the system looks solid and should play WoW just fine at max settings.
Also, make your own decision on whether or not you want to go AMD or Intel. My personal recommendation is go Intel for performance, go AMD if you're on a budget. Btw, the price difference between the i5 and the AMD recommended above is only $15, but if you overclock the i5 to the clock speed the Phenom is set at (easily obtained with the stock cooler), then it will typically outperform the AMD while at the same time using less power.
One more piece of advice referring to the above poster's video card recommendation. While the 4890 is indeed a powerful card, the 4000 series Ati cards use a lot of power, so make sure you have the PSU to back it up if you decide to go that route. The other alternative is to get one of the new 5000 series cards, which are much more efficient. A 5770 will play WoW with no problems and is about $20 cheaper than the 4890.

This video card is absolute garbage, it has old DDR2 memory. Also i5 processors are overpriced, you'd be better with getting AMD.

This setup will run ANY current game (yup, Crisis, Grid, etc) with fullHD resolution at max details (and wipe the !#@$ out of WoW:) I recommend putting 2x120mm coolers into box case. Processor with stock cooling should overclock up to 3,8GHz with stock cooler, 4GHZ without any problems if you use something like Scythe Mugen 2 as cooler.
... I can max out crysis on my 8800GT... It's really not that hard. Most games these days are CPU limited for the most part (assuming your GPU can handle the actual rendering at 60+ fps, all of the 'hard' work is done by your CPU). Granted, there are games out there that will (or currently do) reduce my FPS to < 60, but it's usually because they're doing something crazy (zillions of high-poly models on the screen at once)... and even that is usually the fault of the game being badly optimized.

The video card is probably find up to 1680x1050...it might be pushing it at that point with lots of Anti Aliasing turned on, but anything lower should be fine. Since you didnt mention monitor size.
Also, with 4GB of memory, especially if you are getting a 64 bit version of Windows you can look at turning off the Page file so that it uses all the memory instead....that can help with loading textures when you pan the camera real fast or enter a new zone/area. It just makes the game feel smoother without actually changing any hardware.
Me and my Wife both have ours set to this and have zero problems (well I do with multiboxing.....as 2 instances of WoW can use 6GB of memory with all graphics options enabled on both instances).
How do you do this? I usually don't run any other programs when I'm running WoW (except for maybe firefox), so I'd love to be able to utilize all my RAM for maximum performance.

Absolutely not true in a general case, unless you deliberately run at a ridiculously low screen resolution (and then you'll often get FPS scores in the hundreds before you hit a CPU brick wall). For example, most Source games I have often max out at 300fps (Valve's hard limit) even at maximum graphics settings on my current backup monitor, a 1280*1024 flatpanel. It's being driven by a core i7 purring at a comfy 3.5GHz and twin ATI Radeon HD 4890s in crossfire mode.
Needless to say, it's a system that's quite difficult to make CPU limited, unless you have a teensy screen like I'm currently forced to live with.
Ironically, WoW is one of those few examples. :D The reason Dalaran and any other populated area in the game 'lags' typically isn't because of network capacity, but rather due to WoW's crappy ancient 3D rendering engine. It's hugely inefficient and extremely poorly programmed. Just one guy decked out in some glowing purples lowers your FPS by a noticeable amount, add twenty guys and the framerate easily starts to sag.
and yet I get almost the exact same performance with a core i7 at 4ghz and a single 8800GT in most source games running at 1280x1024 at max settings.
The reason dalaran lags is because of the cpu calculations done after receiving said information, not the transfer of the information itself (which is in the few hundreds of kilobytes by the way). The issue arises when your client has to suddenly turn that compressed data into information (models, textures, position, animation, etc.) for the engine to render.

the other 50 fps is a buffer for drops in fps.
Actually it's far less than that as the average is around 30fps. Oddly enough though, if your colour blind you can detect motion faster than someone who isn't colour blind. Technically though, the human eye can see infinite fps, as we see in fluid motion.
As for how many fps you need, anything over your monitors refresh rate is just a waste.

It's not a waste unless you ALWAYS run over your monitor's refresh rate. If, at any point in time, your game becomes more demanding those extra FPS will act as a buffer, and you won't notice the higher load. You will if your card is only just barely managing to match the refresh rate.
