the run speed effect doesn't do anything for most bosses but then again most bosses are stationary (the run speed debuff is more of the reason it's taken in pvp)
we take it for the attack speed reduction, making an 80k boss swing timer take 20% longer adds up very quickly (this is the reason for taking it in pve)
yes, it does apply to torment the weak as well
note the "stacks up to 2 times" is incorrect, it used to apply a 25/50% run speed and 10/20% attack speed debuff but was changed to a single application of 50% run and 20% attack speed reduction, blizz just fails at tooltips

Taking a 20% cut in attack speed is actually very helpful. Granted, it might not seem like it because you get overhealed a lot, but if you take less damage that's less the healers need to focus on you. You could almost consider IF to be a 20% reduction in physical damage taken. Take a boss such as Hodir or Koralon, who have high-burst abilities based on weapon swings. It's very nice to be able to take that down.
I honestly cannot come up with a reason to why I need to take Infected Wounds other than Torment The Weak in which case i don't care, the Mage can stuff it or pray for a dps DK in the group/raid or the second tank to be anything other than a druid.
Torment of the Weak actually applies to any slow effect, it could be a snare or it could be an antihaste effect (such as Thunderclap or IW). It is also a 12% increase to the DPS a mage does. Now, you may not see it as your DPS, but it is your raids DPS. Think of it this way - if there are no other slows in the group, and the mage does 4k DPS without a slow up, he'll do 4480 with it up. So, while the damage doesn't go to YOUR meter, it does go to your group total, and that's an extra 480 DPS you're able to contribute. Compare that with another talent, such as Naturalist. That's a 2% increase per point and you're likely to do around 2k as a bear, so you maybe get 40 DPS out of the talent. I'm seeing a big difference in group output from those. That 480 DPS would mean 28.8k per minute per mage. On a fight like Anub'Arak, with a 10 min enrage timer, that's 288k. With 2 mages you're looking at more health than he's had on almost all failed attempts my guild's first time through. So take a group attitude, not a "it doesnt buff ME I'm not doing it" attitude.
