im still about 1% off the hit cap and in my naxx 25 last week i missed 1 shot. i dont think its ABSOLUTELY THE SOLEY MOST IMPORTANT stat for hunters, as long as your within 2-1% of the cap you should be fine man
Simply the luck of the draw. This isn't advisable because when you don't have that same luck, you'll miss plenty of shots which will hamper your DPS by a good chunk, so get hit capped through gear if you can, if you're just a few points off, throw a +hit gem in there, but don't overload your gear with +hit gems just to get close to the cap.

In the case of gear V. FA you pet need to be hit capped to in order to hit the boss. And you pet will not gain hit rating from FA but will from Gems, Enchants and Gear

Yes your pet will gain the hit rating from FA. It has been tried and tested and FA does in fact increase your pets hit rating as well as your own. You have 5% hit, your pet has 5% hit. Put 3 points into FA and now you have 8% hit and your pet has 8% hit.
In regards to the original question at hand, it is "better" to grab more hit from gear than to try and gem / enchant for it. If a pair of gloves has 32 Hit Rating on them, thats equivalent to two +16 Hit Rating gems, which means you could put two +16 Agility or two +32AP gems into your gear instead of the Hit Rating gems.
