Unlike gems or enchants, gear itemized to provide hit will never provide that hit at the cost of agility. The hit will always be at the cost of haste, armor pen, or, less often, crit. When trading a hit gem for an agility gem you are more detrimentally affecting your dps than garnering your hit from an item which provides hit.
You will never see a mail item that has + (x) hit
instead
of + (x) Agi. I hope that clarifies a bit.

Maintaining Hit Rating is a constant gear juggling battle, especially if you're a raider because you want to be the best you can be, and you're constantly getting access to new gear or similar gear with different stats on it. Hit Rating will take priority until you are capped, but as soon as you try and replace a piece of equipment with Hit on it with pure DPS item you will need to juggle around gear to keep yourself above the cap again. You basically want to try and get Hit through gear because normally one piece of gear with have higher hit rating than most gems or enchants that you could use for some other DPS boosting stat. You can take care of more of the required Hit Rating in one piece of gear.
However you also have to look at a slot and figure out how much benefit you would get from it with a pure DPS item in that slot. One of the reasons that
Black Ice
is so popular with Hunters is because it has a lot of Hit on it for one item, that helps you reach the cap, but also has good pure DPS stats. The good news is that there are 28 mail armor items, 3 rings, 3 neck items, and 5 trinkets that have Hit Rating on them of item level 213 and above usable by Hunters. The bad news for some might be that a large portion of them are either Ulduar drops or acquired through Emblems of Conquest, which might make them less obtainable depending on if you raid Ulduar heroic/hard mode.

Now that FA affects pets as well, i think its points well spent. It allows more flexibility when juggling gear to achieve the best stats.
