Why does Holy Libram sucks but ret/prot is leet?

In patch 3.2 we got
this crap
, which I think sucked a lot compare to

but ret and prot are getting really good ones like
this
, which is like almost 200 str straight bouns.
Is it because of I suck a lot? Or that libram does suck compare to the ilvl200 holy libram?

I hear that with 3.2, a high spellpower build is becoming more likely -- making the new libram a nice piece for it. You won't be spamming Holy Light, but of course you will use it often enough for the proc.
The proc rate is supposedly 70%, so a HL now and then should keep it proc'd rather often. Seems pretty solid, IMO.

OH! If you haven't noticed, they are trying to make holy less of a "zomg spam one heal the whole fight" healing class and turn us into a rotationish type healing class that manages uptimes on things like flash of light hots, Sacred shields, and others of the such.

Caean, if you can get away with using HL less than once every fifteen seconds in any raid after naxx 10, your spell power is so high you don't need the proc from this libram anyway.

What you can do is entirely not the point.
The point is that if you look at other librams it's what they would do anyway.
You don't see a prot paladin saying, "hmm I want more dodge so I think I will use hammer of the righteous!"
No, he'll do it anyway because it's just part of what he would do anyway.
With 4 piece T8/8.5 and spec'd into prot, I barely cast holy lights as it is on 10 man hard modes with only 2 healers.
And pezz, it's not about what you can get away with.
You're offering some sort of a solution-based argument about either "not needing it' or that "doing it deliberately won't matter so what's the big deal" to somehow discount the underlying idiotic design of the libram.
Casting Holy Light isn't any more of a decision than casting HotR. If the fight calls for bigger heals, then you'll get the extra spell power.

Having SoV/SoCorr tick its DoT requires nothing other than using the seal to begin with.
So you admit that rets won't have a 100% up-time then (ie trash, when they are using SoR or SoC)
Casting holy lights every 15 seconds til a proc goes off, then doing it again to refresh is not a normal way to heal.
I'm already casting Holy light every 15 seconds. Why? To keep Light's Grace up, so that when I need power heals I can get them off half a second earlier.
You're a FoL spammer, fine, use a different libram that modifies the spells you cast. This is a great upgrade for us paladins who use all of our healing spells.

It could be worse. Look at the old tanking librams. The libram that you could buy with emblems of heroism when WOTLK first released is a bit better than the libram that General Vezax in Ulduar 25 dropped. Because blizzard makes all those librams eventually buyable with emblems, people can now but the tanking libram from General Vezax. People see the libram of obstruction from emblems of heroism, and then they see the Libram of the Sacred Shield with emblems of conquest. An item with an item level of 226 must be better than an item with an item level of 200, right? WRONG! But I see a TON of paladins on my server running around with their 2 pieces of T8.5 and all the emblem of conquest/valor gear, and a bunch of blues and heroic drops..... And the damn emblem of conquest libram!
Do people even read the tooltips anymore? 352 is a bigger number then 272. Yet stupid people always prefer the 272, thinking it is somehow higher than 352.
But that isn't blizzard giving us crappy librams, that is blizzard making a change to one of the game mechanics and then making the lesser of the two librams better, and 90% of the game population being too stupid to comprehend it.

The issue is more sp leads to more overhealing likely, while using the old libram gives you more mana which can used for more healing.
