Frost Nova has a limit on how much damage the target can take before it breaks automatically, regardless of how much time is left. This threshold, so to speak, is at 40% of the target's (I think base?) HP. If you deal more than that, it breaks. Now, with a single frostbolt crit, glyphed for Frost Nova or not, you're going to break that snare. This is where the Ice Lance comes in (or if you're not level 66 yet, any instant cast will do, like Fire Blast or Cone of Cold).
As you're casting a Frostbolt on a target in a nova, or on your second charge of Fingers of Frost, or in a Frostbite, you want to be spamming that Ice Lance key, so that the INSTANT your Frostbolt is cast, an Ice Lance (or whatever your substitute is) leaves your hand at the same time. Ice Lance travels faster, and deals less damage than Frostbolt, so when it crits, it doesn't break the nova, which means when the Frostbolt lands, it still gets the Shatter bonus (50% crit). This is what we call a "Shatter Bomb"
If you utilize this "trick" whenever you can, you can mow through mobs (and players) with very very respectable speeds.

Everybody seems to have the idea, but this trick is a little bit buggier than I think you guys are interpreting.
From my EXPERIENCE (because Blizzard won't actually put a clear answer to this to my knowledge), I'm pretty sure that the reason this trick works is because of the mechanics of Ice Lance.
For instance: If you have Fingers of Frost, always use your first charge with a Frostbolt. Your SECOND charge should be a Frostbolt/Icelance Combo. That does mean that you start slamming your Icelance hot key as soon as you start your cast-bar on your Frostbolt. You get THREE hits for the cost of two (not mana cost, but FoF proc cost).
Frost Novas are no different. It may be based on how much damage is done to the target but you should be able to get that Frostbolt/Icelance combo the same if you time it properly. You should see BOTH the Frostbolt and the Icelance leave your fingertips virtually at the same time.
As well, I think (someone please correct me if I'm wrong) but the spell damage/crit/hit etc is all calculated AS the spell leaves your fingers, so if the target is still frozen when the icelance leaves your fingertips, then you should be solid. (get it? solid? frozen? ha. hahaha! ha...)

After hearing a lot about how frost is the pwn for leveling, I decided to try it out. I was previously leveling as fire (and having a great time).
I was sorely disappointed. With fire, I would usually kill things in 5-8 casts. With frost it was like 12-18. People have said frost has the least downtime and most survivability. I'll give it survivability, but I have never chugged so much water in so little time. Killing a mob or two would drain my mana completely, despite having picked up the mana efficiency talents. Mean while, it usually took at least 5 mobs to get me drinking as fire. Once I hit 60 and switched to Arcane, I was going faster than frost, despite not have Arcane Blast and Arcane being considered the worst leveling spec.
Was I doing something wrong or something? Fire and Arcane have completely blown Frost out of the water for me leveling.
FYI - I was level 58 when I switched to frost, and was decently geared. Leveling in Outlands (duh).
12-18 casts? holy cow. I am level 75 Frost (Frostyou on Ghostlands) and I drop mobs in 3-4 shots.
Running through Grizzly Hills, I was rounding up 6-10 Iron Dwarves...and AoEing them down. Had enough mana to do this 2-3 times before drinking. sheesh. you can level like crazy with frost...the aoe is amazing.
