12 -18 casts to kill a mob? what rank frostbolt are u using?
and 5-8 casts to kill a mob as fire?
fire is generally 2-3 casts and frost 4-5 i would say for mobs around ur level
i was thinking along these same lines myself... have you been to the mage trainer lately? is there some bizarre chance that you've got the wrong rank of fireball/frostbolt in your toolbar, or are you going to an area ridiculously high levelled for you?
also.. do you have any gear with spellpower on it? granted, fire benefits from sp better than frost does.. but still there's no need for you to be casting so much on single mob pulls.
with all that stuff aside... personal preference is really going to just play a factor in how you play your character. you're either going to like one spec or not like it... regardless of how easy it is to use one spec.. sometimes that's just how it is.

I just rolled a mage, and, though I've had help from my friends, I have to say that I love frost. I started out as fire, which was nice (burning through mobs) but I died quite a bit. I switched to frost at 20 and havent looked back (currently lvl 52). Im not exactly sure how you're not killing mobs quickly, especially having to cast 8-10 frostbolts? Quite possibly an exageration since you already prefer fire. To each his own, though. I have another friend who rolled a mage and she can not play frost to save her life.

FoF + shatter + ice shards = decent 1on1 damage. Whenever I see FoF I see mobs cry.
Frost channeling + brain freeze + enduring winter = mana control.
If you need some extra burst add icy veins and your water elemental.
The more I level up, the more I love frost. Pity I'll have to leave it to raid.
Yes for me as well. And once you pick up your water elemental your damage output goes way up. At least while he's out.
I did every single one of those and yes I was using the highest level of frost bolt. I used WoWWiki for a frost leveling guide. Now that I think about it, I was downing mobs in 2-3 spells in fire, but in frost was 8-10 casts of spamming frost bolt. Icy veins really didn't seem to speed things up for some reason, although water elemental did boost killing ability significantly.
My average damage for a frostbolt was around 660, with crits at 1260. With fireball it was more like 1080 normal with around 1600 crits (and I critted more often too). I remember doing over 2250 damage with fire at one time, but I don't think I ever hit over 1750 damage at once with frost. What I remember best about leveling those two levels as frost was staring at my toon, drinking.
Look into the Water Elemental glyph and spec for its extra 15 second up time.
That way it'll be out almmost ALL the time.
And when you get Deep Freeze (last talent) and Ice Lance (trainable spell)?
You'll be able to level much faster than fire, simply from your increased survivability and your ability to pull 3-5 mobs at once without your mana going below 70% :D
And your shatter crits are ridiculous at about lvl 66. I remember in Nagrand I raped 3 Alliance at once with a mob chasing me. 3 shot ftw.

Im not exactly sure how youre having trouble with frost. I usually down mobs in 3-4 casts, lots of mana left and with a shield on, and i wasnt even specced for single target dps (no fof, no shatter, no frostbite or w/e thats called).
Specced into that I would say i wouldve even had an even lulzier time killing 1v1 mobs. (Im arcane now though @ 67 and im lovin it).

Or you can go frostfire at 80 with full epic gear and kill every normal mob with 1 crit at 35%+ crit change!

I find that to level effectively as frost, the trick is to keep your all of cooldowns ticking. even without icy beins, I will always have up either trinket, icy veins, berserking racial or pet, with time in between evocations and the mana gems (so mana isn't a problem at all). when you get procs like fingers of frost of the free fireball cast one, use them asap. remember to ice lance at the same time as frostbolt if they're frozen (you could even just spam icelance on frozen targets for big damage if you're not worried about mana and need them to die quickly, just remember to keep lots of crit on your gear) and you're pretty much good to go.
using this method, the only times I need to drink are after ressing, after AoE/ice lance heavy fights or after taking a crapload of mobs at the same time and needed to use all cooldowns in one go.

Interesting, if it took me 2 casts to kill it as fire, it generally took me 2.5 casts to kill as frost. If you are having that much discrepancy, go back to fire! Don't even fight it.

I had no problems levelling with Frost at all. It usually took me 5 casts (well, 6 if you include Frost Nova) to kill things about 1/2 levels below me.
FB, FB, FB, FN, FB, FB.
This usually only penetrated about 1/10th into my mana though, as my Intellect was always pretty high. And what with creating your own water, it doesn't really matter much anyway.
As I got higher levels, the amount of cast diminished as I was critting more.
I'm now level 67 and loving every minute of it. Single kills are easy, and Blizzard/Cone of Cold and WE makes life great for multiples.

I will have to agree with pretty much everybody here but Iankybrit.
If your target is frozen ALWAYS couple an Ice Lance with your Frostbolt to squeeze in the extra damage. There are a lot of tricks to using frost properly to level. AOE Grinding is an obscenely fast way to level up a toon. I went from 72-80 in just a few hours of playing. Literally doing nothing but AOE grinding. And I walked away with tons of cloth for tailoring, tons of greens for disenchanting, and tons of trash for gold.
Re: 12-18 casts... I think my water elemental alone can kill stuff alone faster than that. You're doing something wrong. I recommend figuring out what that is, or go back to fire 'cause apparently Frost just isn't for you.

I believe you about Ice Lance. How do I 'couple' an Ice Lance with the Frostbolt? I hit Frostbolt, and as it is about to go off, I hit it again. Where can I squeeze in Ice Lances without slowing down the FBs?

, in fact, go from 77-80 in just a hair over 4 hours of solid AoE grinding in Icecrown.
Full rested + Heirloom ftw.
Gather up 10 mobs, group 'em up, nova+blink (they cast a poison cloud), Blizzard Blizzard done. Repeat. Drink after every 2nd group.
Made a pile of gold, a TON of damn frostweave, bunch of greens, couple world drop patterns, and 3 blue drops.
To the OP: If you're respeccing frost expecting it to go toe-to-toe with a deep fire build 1v1 with mobs, you've got the wrong idea. Frost is about pulling a crap-ton of mobs (melee), hitting them with nova, getting to safe distance, casting Blizzard a couple of times, watching the wall of yellow crit text fly by, and then loot.
Fire == 1v1 boom
Frost == packs of dead stuff
Arcane == Well... fun, but not so much for levelling.
