Why do I feel like an inadequate healer?

(tranquility has a long cd, so it doesn't count). Properly specced (which i assume any healer is) you can sneak a 4 min cd and no threat out of it. And WG can delete some light AoE/small threat jobs.
The point of tranquility not being that good isnt the cooldown, It's just not that good because it ONLY affects your party, and the chance that 5 people in your group are all heavily damaged AND in range is very, very small. It's okay as an emergency button for 5-mans but thats about it. If you raid often, do not waste precious talent points on that talent

I've been healing heroics in PvP gear with IS (2v2) spec.... But I have 2350 +healing(and a 13.6k mana pool, which tells you mana pool means nothing in the scheme of things right now).
I pop a Regrowth while he's headed in and stack a rejuve and single LB on top of that. I have yet to have a tank who doesn't stay up thru normal pulls with this. Hell, most boss fights, I stack him this way, then start dpsing cause I'm bored to tears....
AoE damage, I throw out single LB's. If someone pulls aggro, I throw a rejuve on top of the LB and nourish as needed.
If you have a full resto spec up to WG, and you are having issues keeping the tank up, you should stack this same way plus a 3 stack LB, then when LB is about to pop, throw a WG on top, then restack LB right after in pops, swift mend and nourish as needed.
The idea of resto(especially when under geared) is to pre heal so the tank is always topped off.
Knowing when the damage will come in is a skill you will want to master.
(sorry if any of this is repeating, I didn't read all of it)
