If there isn't a Main Assist assigned, this position generally falls to the main tank in five-mans. In theory (and in practice, if the tank good at all), the mob the tank's tanking is the one with the most thread built against it by said tank, which also means it is the safest to DPS.
I should also note that you might want to be watchful for adds and mobs which are beyond your groups capacity to CC (whether that means you've run out of CCers, or that your group sucks). Such mobs will naturally gravitate toward the healer in the group, unless the tank notices them. If he doesn't, keeping them off the healers should become a priority, whether through CC or kiting, or straight-up tanking.

For most of the 60+ instances, most of the groups will be marking, and in that it generally has a kill order. For the most part, a group will consist of a tank, a healer, and 3dps/cc. Sometimes only 2dps/cc and 1 dps. I'm a rogue, so I'll help you from my end. Kill the skull (MT) then, it should follow according to what CC was used on the mob. After Skull, go for either the sapped, trapped, or Succ'd one. then the mage CC. Just ask the group you enter what the kill order is and it should help you know what to target.

Most of the time there will be marks that go around.
My experience has always been: Skull kill first, X kill next, ranging from type of CC and the chance of break from the CC.
If its a rogue sap usually after the X, we move onto the sap, because it can't be re-sapped. If its a warlock seduce, that'd be next after a sap, then hunter traps. The last CC I think you should break is the sheep because it lasts a while and can be easily recasted, and in some instances, such as, Sethekk Halls, the priest shackle will also come into play. They do last a while, but you don't want your priest to have to pay attention to healing and the CC at the same time, but if its a shadow priest then eh, don't know, whatever your group decides to kill I guess.
