I'm with Littlegoomba, except I would most likely
not
go for the Slam build .
Stopping around 31-ish for Mortal Strike is what I would pick until I got to Outland, where I would turn Fury after upgrading gear (+hit & weapons at least).
Otherwise, I agree with Littlegoomba. Have fun!

If you decide to dual wield you must always consider that you only get half the DPS from the off hand weapon. By keeping this in mind you can make effective decisions for leveling. I personally leveled as Fury and PvP'd as fury until the 2.3 patch forced me to go arms.
I personally found that dual wielding generated a more steady and constant source of rage and was easier to grind with than Arms. Also keep in mind I was always on top of my gear and rarely if ever in subpar equipment.
My advice if you go fury is to avoid blood craze. It just doesn't heal enough to matter.

I would just like to note something about Garner's statement concerning the dual wield damage penalty: with talents (dual wield spec) the 50% penalty becomes 25%, thusly your offhand deals a total of 75% damage.
Also, there is another penalty and that is 19% increase chance to miss with either weapon (total of 24% vs. 9% for two-handed weapons).
For this reason, many use MS until higher levels where Fury gear becomes optimal for leveling (such as Outland).
This thread has been covered & beaten to death (esp. by me), so this is my final post on this one.

I actually switched to slam when I got the weapon. Spamming that hard of hit is really nice.

wrong again. base dw miss rate is 24%, base miss rate is 5% for 2H or sword and board.
For this reason, many use MS until higher levels where Fury gear becomes optimal for leveling (such as Outland).

Axhed is correct concerning the dual wield spec. as it is 62.5% damage for warriors. Rogues benefit from a slightly better version of the talent which does in fact increase their offhand to 75% total (I have both warrior & rogue for main, so tsk tsk!). Thank you for pointing out that oversight!
Now, the dual wield
penalty
is for increased chance to miss is 19%. The base chance to miss is always 5%, it's not a penalty to dual wield.
Your total chance to miss would be 24% if you were to add them.
