How are you gonna get into raids that drop 245 iLVL items with your gear? No offense or anything, I just don't think you have the gear to get into raids like that yet, and should be looking for lower level iLVL upgrades, try getting the Emblem of Triumph reward shoulders, the T9 or the non-set piece should both do fine, depending on what you need most for your spec (Which I think should be Haste for everyone, but I haven't played in a long time, so my memory is a bit hazy) between Crit or Haste.
| would also recommend an Arcane spec that boosts your hit rating, as it needs to be quite a bit higher than that for you to be hittcapped, which is the biggest DPS boost for anyone until doing so. If you spec certain Arcane specs, you should only need 289 Hit Rating, which is good for any starting specs because you can itemize less on hit and more on Haste, Crit or SP on enchants and gems.
Specs via WoWWiki (They have some good ones in there!)
Spell Hit tables and explanations (From WoWWiki too :P)

You only need about 210 hit given there's a Shadow Priest or Boomkin in your raid.
The reason he can get into ToC 25 is because it is the ultimate gnub raid ever. I led the first 10-man ToC in deeps that I ever did, in about 1/3 PvP gear, without knowing anything about the fights. My little bro just explained them to me as we went along. Now, I'm a skilled player, but that tells you 2 things:
1) Arcane mages are OP, especially given the complexity of their rotation.
2) ToC is ridiculously easy.
And it's p*ssing me off. I freaking hate PvE, I often don't even do my 10/25 ToC's- because I hate them. I keep 2 PvP specs. And now I'm running into a armata of sh*t players with ridiculous spellpower on their weapons because they're raid-wh*res. We arena guys have to earn our sp in that slot with at least 1800 (and a crapload of arena points). This wasn't the way things were when Ulduar was the top raid. Ulduar's tough- at the very least it's a serious gear check (ToC 25 isn't). My little brother tells me GToC is ridiculous (I haven't done it, and don't intend to)....they need to keep the real booty there.
