I would say
http://www.wowhead.com/?item=47329
cause its slower, and i belive we get more dps whit a slower weapon, goes for both dps and tanking.
Druids don't make the difference between weapon speeds.
Use Hellion since the difference between staff and spear is a trade between Crit and Haste.

Weapon speed is absolutely of no impact to druids.
I would take
Twin's Pact
with an agi/sta gem and mongoose on, should do decent for both.

^^^ is wrong.
The staff is a tiny little bit better for tanking, and the spear is a tiny little bit better for DPS. The differences are so small, that you can pretty much just flip a coin, or take whichever drops first. I use (the alliance version of) Twins Pact, and Thunderstrike does not stir my interest.
edit: goddamn, ninja posted by two people.

715-1074 Damage and

is 490-736 Damage, but maybe thats not a issue either?
Weapon dps, speed and damage ranges are not important. The only thing that matters to a feral druid is the Feral Attack Power (which is derived from weapon dps).

Any of those two weapons will give you the same benefit for tanking.
If you are above 30 expertise skill like this, then it is not worth to try and obtain the Thunderstrike. It has only marginally more stamina, that ton of expertise and way way less agility. If anything, it seems to have a lower item point budget than the other two weapons.
PS edited for 'less agility'. I was watching TV and sometimes my fingers type without waiting for the impulse from the brain Q_Q
