If I were you I would focus a lot more on Expertise than more Stam. Coming from someone that both heals and tanks, Expertise is a much greater stat after a while. You are giving bosses almost a 9% chance to attack at 40% faster speed. If you have a fraost DK or a shammy with windfury, you are going to be a big mana sponge.

I used those Polar Boots for a while, for heroics and Naxx10. I put all agility gems in it. I don't know why you would want to put stamina in them; they already have a boatload of stamina. They completely lack agility, which is one of our most important stats. They served me fairly well.
But for harder content, having more ability to produce damage and to avoid damage becomes increasingly important. As my DPSers gear up, they begin creeping up the threat meter pretty quickly, especially on fights where I have to move a lot or the boss does some weird ability that prevents me from beating on them 100%. Ignis in Ulduar poses that problem. And as always, having agility will make you less of a mana sponge, like you will be with stacking stamina.
So yeah, go with the Titan's, but keep the Polars for select fights where more stamina is helpful. Put a
Shifting Twilight Opal
in there, or even a
Delicate Scarlet Ruby
, since the Titan boots have a nice bit of stamina already.

Here are the stats that help you tank
Agility (which gives armor, crit and dodge)
Stamina
Armor
Crit and Attack Power (
Savage Defense
)
Dodge and Defense
Expertise
most other things like hit, armor pen, haste, etc., are not particularly great for anything except a bit more damage, thus threat.
Armor is hard to aim for now, but look for staves and jewelry with armor on them. Plus, any higher-level leather or cloaks typically have higher armor values, which is multiplied by bear form. Since druids have to share gear with rogues now, try to find those pieces that have more of the stuff like crit, AP and Expertise, over those with Armor Pen, Haste and hit. Defense is still a somewhat useful stats for us (dodge and miss), but we get much less from Defense than other tanks do (who also get parry, bock and crit immunity). So it's a half-wasted stat for us. If you have a choice between a piece with Defense and another with something like Agil or dodge, go for the latter.

Whoever said about dodge that 'above 50% is good' needs to stop smoking whatever they are smoking and get real. There is one VERY important aspect to consider when gemming / gearing up considering Ulduar - level tanks:
Diminishing Returns
for avoidance.
First of all read up
THIS
topic about dodge and Diminishing Returns. You'll see that once a Bear reaches 38-39% dodge self buffed (MotW only), the DR takes agility already below 66% of the original formula efficiency. That is to say that while the formula says 1% dodge = 41.66 agility, at 38% dodge on the character sheet, you need close to 56 agility for that same 1% dodge. With this in mind, consider that also Agility is 50% more expensive in item points. That is why we see +16 agility gems and +24 stamina gems.
Hitting 40% dodge self buffed isn't really hard for a druid while gemming for full stamina. I have
THIS
gear setup for tanking now and all of my sockets are FULL with stamina (I am a JC so I can use 3x41stamina prismatic gems for meta requirements as well) while still sporting almost 40% dodge with my own MotW. Also I have almost 38K HP with MotW.
If I were to switch all those sockets from stamina to agility, that would mean trading 291 stamina (actually 432 in Bear Form with talents) for 193 agility (208 in Bear Form with talents). 208 Agi would provide me with only about 3% dodge at my current dodge value. That would mean a Bear with 33.5K HP and 43% dodge self buffed. Raid buffed that would probably mean 38K HP and 46% dodge. If I were to go and tank Ulduar with this health pool, I would pity my poor healers for being permanently on the brink of a heart attack every time I eat a 20K hit (and those bosses there hit DAMN hard). But if I were to have 45K HP and 43% dodge raid buffed, I could eat even two hits for 20K back to back and still get away with it. That means smart gearing when facing bosses capable of killing any tank below 40K HP in two hits.
Bottom line is (if you don't believe me it's fine, just swap gems and go have a test run in Ulduar):
A value of about 38-39% passive dodge unbuffed (~1100 agility plus additional dodge rating from rings / amulets / cloaks) should be more than enough for a Bear that wants to tank Ulduar for instance. Any gear upgrade from there will provide more agility and dodge on its own, and the gems / enchants should be fully focused on stamina (and hit/expertise if necessary), with at least 36K HP self buffed in Bear Form.
PS: Also, whoever says to boost AP and Crit over Stamina and Dodge needs to stop giving bad advice to players who may actually believe this babble. An ilvl 213+ geared Bear will naturally have ~35% crit and ~5000AP self buffed while focusing on stamina and dodge. Which means more than 38% crit and 6000AP raid buffed.

My stats just getting into ulduar are 42% dodge 41% crit 6k ap bear with just MotW upYeah and this Bear probably has 38K HP fully raid buffed. I wouldn't have him tank an Ulduar raid even if he was the last tank on the server. And I mean it.
Learn to focus on those stats that give you the most benefit for your current gear level (avoidance and effective health as priority, threat generation as a close second focus) and the most benefit from the strengths of Bear talents and specific multipliers! And it is a fact that stamina is currently still the best scaling Bear attribute by far, with almost 48.5% bonus in Dire Bear Form.

Above 50% is good. And exactly because you are just gearing up your stats are not spectacular.
Awww don't just throw random numbers out there. That can be confusing and doesn't help.
No bear has 50% dodge and, if they did, it'd be a huge waste of stats.

An amazing thing occurs its called diminish returns, Making it more effective to jem stam over agility or dodge.
As a healer (naxx 25 geared some uldaur 25) I would want a tank that could take 2 1/2 hits over a tank that would be bearly standing after 2 hits. Even if the the tank that could take less hits had 5% more dodge (all you can realy get by jemming pure agility). Heres why. The first tank i would have to heal just over 1/2 a hit, inorder to survive the next 5 sec, the second tank i have to heal a full hit in order to survive. The extra health also allows me some room for error, were as a tank that gets 2 shotted dosen't.
The extra dodge lets say is 5% more. I have never seen a tank break 50% (in 3.1) Highest i have seen is 42-43 i stit at 39% jemmed more for stam. 5% = 1 in 20 hits will be avoided. In a perfect world were that boss attacks once per second and the tank is following his chance to dodge to the letter it would take 20 secs for the extra dodge. To me give me the health not the once in 20 sec proc.
