CoW is mostly a PvP glyph. But some melee-heavy groups would like you to cast CoW if the armor debuff isn't being applied elsewhere (such as Faerie Fire).

the CoE spell damage debuff is
only
shared by balance druids and unholy death knights.
the misconception that Spriests can apply that debuff has popped up more than once in this single thread so it needed bolding up.
+hit debuff = boomkin + Spriest
+spell debuff = boomkin + UH DK
write it a hundred times ^_^

I only ever used curse of exhaustion when i got it at lvl 4 on mobs dropped it when i got curse of agony at lvl 8 though and never used it again.
I suppose you could use it when your running away from something...if you really wanted to.

ignis is still up for debate. sapphiron has more numbers to back up the idea of a boss with elemental resistance but the design philosophy has shifted since 'classic' which had several resistant or immune bosses.
anyway, there's a reason i said "
almost
entirely insignificant" since the example you use is still very much up for debate and it's likely that using a damage curse would still do more personal dps than casting CoE when you have a moonkin/UHDK in either case.

I'm guessing you don't really mean CoEx here as you can't get that until level 30 at the earliest (it's a 21-point talent in the affliction tree).
