Well first off, I hope your rotation involves Death Coil and not only Garg/UB :P
You also seem to lack a "second tier" to your rotation (making use of the Death runes generated in the "first tier".
Your rotation should be soemthing a bit more like this:
PS - IT - BSx2 - SS - Rune dump (garg, refresh UB or DC)
Followed by:
SSx3 - Rune dump
Rinse and repeat.
About your gear:
You're awfully bloated with hit, you can easily loose ~60 or so (only 8% is needed) so you can resocket alot of it.
You need to switch meta aswell, why're you using a tanking one? :P
Also, a large part of your gear is also unenchanted (agility is also the preffered enchant on your cloak, not armor)
You also might want to consider switching to a UH/blood build instead of an UH/frost one. This is due to your gear level not being opimal for that spec from what I can gather, Uh/frost is king at ~tier 8+ gear level, until then a 12/0/59 or even a 17/0/54 build might serve you better.
(Also, dont spec into Unholy command, it's a pvp talent).

I found that my DPS scaled as well per my level and gear as any other class. Beyond that, rotation is key to a Death Knight. I consider them harder to get the hang of than other classes because of the type of rotation necessary. Optimal DPS will come from using the method

described: taking talents that generate death runes, using them after your first rotation to use your heavy-hitting abilities for your spec, and dumping Rune Power. If you let your Rune Power max out and you are still using abilities that generate it rather than abilities that use it, you are wasting potential DPS.
As you play, you'll get a feel for when you should dump Rune Power in your rotation. Dumping it between your first and second rotations and again after your second rotation before you go back to your first rotation is a good start, but it'll all depend on how you generate Rune Power. I had to tweak my rotation when I started getting tier gear that upped my Rune Power generation (usually throwing it at a dump like my Gargoyle as opposed to spamming Death Coil).

With just crafted and reputation epics and the rest heroic blue's at level 80 blood spec i was easily doing 2.5k dps
Why do you have armor enchant on your cloak? Put 22agi on it.
Shoulders not enchanted
Chest piece not enchanted
Why do you have expertise on your gloves? Put 44atp on it instead.
No belt buckle in your belt.
No enchant on your boots.
Why do you have so many stamina gems in your gear? You only need 2 blue gems to make your meta gem work.
And why do you have a tanking meta gem in your helm? Get the Chaotic Skyfire meta-gem.
Drop the PVP blue's. You can get epic dps pants from exalted wyrmest.

About your glyphs, you might want to replace PS with Dark death, 15% on your main RP dump is better than 20% on our weakest strike (which you might not even use every 20 seconds due to SS glyph) :>
About the Ice strider vs Bloodied waters, I'd say Bloodied waters is better as it's:
60str (before multipliers) vs 100ap
34critt vs 24 agility
A small loss of stamina
And a 38 haste rating loss (our weakest stat that does close to nothing).
Save your money :)

Dummy fights wont accurately show raid damage due to the fact that you're missing raid debuffs like Curse of Elements which significantly boosts an Unholy's dps :P
Curse of Elements does not matter. We have Ebon Plaguebringer and the two do NOT stack. Neither does Earth and Moon.

The specific buffs don't matter. The point is, your DPSon a dummy will not be anywhere near what it would be in a raid setting.
My point is that he said the dummies will not reflect buffs like CoE. I said CoE doesn't matter on a dummy because we have EP anyway on the dummies, which negates his point. Your DPS on the dummy will still show 13% increased magical damage due to EP.
Now, you do make a point in that dummy DPS is a mere guideline. That I will agree with.

For Unholy DPS, it turns out the best Sigil you can get before
Sigil of Awareness
is
Sigil of Arthritic Binding
, which you can get in a day or two of Venture Bay questing depending on how fast you want it.
