When can I drop Dreamstate and Intensity?

Don't think you should ever drop both, since without them you WILL run oom, innervate wont be able to keep your mana in tact. Without Dreamstate or Intensity you'll have no mana regen while casting ( unless you have loads of mp5 sec gear ) which is a problem. At best you can keep Dreamstate and drop intensity and OoC etc to have more talents for balanced tree, but is not advised unless you have way to much mana and mana regen

when to drop them is a personal choice, should pull out of dreamstate first if you don't need that much mana regen
with enough int, crit, smart use of innervate, and a good raid comp it's entirely feasable for a boomkin to pull out of both in favor of more dps oriented talents

is the basic blueprint for a good boomkin
if you need typhoon for soloing, occasional pvp, certain fights (gluth), or just in case put one of the spare points into it
if you need mana regen invest in intensity as needed
if you need more mana regen invest in dreamstate as needed
if you need more aoe dps invest in gale winds
if you have nothing left to invest in put the leftovers in imp IS or brambles for a slight single target dps boost
Glyphs
Moonfire
is a must for pve as you'll always have at least 1 target and it's easily the best single target dps boost
Focus:
both an aoe and single target glyph, makes SF safer to use if you've yet to get the hang of the range and also increases the damage
Starfall:
both an aoe and single target glyph, reduces the cd by 1/3
Insect Swarm:
sacrifices the 3% miss debuff in favor of 30% more IS damage
Starfire:
less time spent refreshing MF meaning more time spent melting face
Innervate:
if you have no mana your dps will drop to zero, good for beginning boomkins with mana issues
If you've specced Typhoon it's for a useful knockback or @#$%ing off the tank, in an aoe situation another Hurricane is a much better call and glyphing out of the knockback ruins any attempt to annoy the tank making glyph of Typhoon a poor choice for either reason

Once you're decked in decent epic gear you shouldn't need any regen talents outside of OoC and maybe the loose point in Moonglow. The only time you'll have mana issues would be in situations with lots of AoE, and timely use of OoC procs can even remedy that.

As hashmel said, it's a question that can't be answered simply and your best guess is to look at your mana bar at the end of your fights in order to make the decision. Your mana regeneration stats without Intensity are Int (mana pool + all regen effects based on total mana like replenish and crits + some crit) and crit rating. The simulationcraft example output gives a good representation of how much each of those actually help us :

It's quite easy to live without Intensity or Dreamstate provided you have the usual raid buffs and some replenishment. No replenishment will make things a lot harder so you might want to hold onto Intensity (2/3 or something) if you are pugging often.

yes, pulling out of both mana regen talents will hurt you in 5 mans as it is designed for a raid environment
you'll also notice a difference if your raid comp changes and you lose replenishment or an int/crit buff but if your raid comp is stable and well rounded it's the best way to go provided you have sufficient crit and mana pool

Except replenishment and the mana-return-on-crit from Moonkin form. Which ends up being enough for some people.

Nope, you're not wrong.
This 58/0/13 build
is probably what it should be. If, in fact, losing 2 points from moonglow causes mana problems, shift a point from either Gale Winds or Improved Insect Swarm into Intensity.
