lol.
"depends" is your answer. here's the general rules, but again GENERAL. bottom line, play play play and figure out what works for you.
BM= leveling specc primarily. best for grinding. if your not 70 (and not a twink), BM specc is best to get to 70 asap. pet holds all the aggro while u sit back and finish off mobs.
MM= pvp specc primiarily. very popular for bgs and arena. why? cuz people are smarter than npcs and ignore your pet. so you do most of the damage. pet is there to assist. (fyi, im BM specc for pvp, so BM can be a pvp specc too)
Surv= what i think of as a "complimentary tree". no one i know EVER puts 41 pts in survival, but it does have SOME awesome abilities, so its common to put 20 pts here to compliment a MM specc (not BM very much, as BM need 20pts in MM to maintain decent damage).

Surv is more of a raiding/Instance build. You mostly will CC since you traps and CC ability is greatly improved. Expose Weakness is a very good thing to have in raids and instances. Most endgame guilds will have one. AGI is your best friend because EP goes off of 25% of your AGI. Very gear dependent.
For PvP, its a bit different than -press easy button win- like BM. You can CC some what healers or other members in arena. (I do it)
Alls are good speccs just a matter of if your geared right and know what your doing.
