Tree, aka if you would get spell locked or whatever that only effects the school of casting, it would only be fire, and to the T.S question, a good mage in pvp would CC / Counterspell and various other toys instead of just caring about themselves, in PVE, you would basically bring the same thing and keeping a high dps while doing so.

What makes a good mage? Obviously gear and spec are important, but what is it that separates a good mage from one that makes you go "$%^&, that guy knows what he's doing!"?
I've a level 30 mage and want to be a great one by the time I'm 80.
I would say understanding your class. Don't just get a spec because it's the top spec. Learn
why
it's a top spec.
Know all your spells at your disposal. Know when and where and how each spell can be used to your advantage. For example, a good mage never uses Amplify Magic in raids. A great mage uses it when it's to his advantage.

Thanks you for saying this, thought I was alone thinking this.
I'm getting kinda tired of every single mage specing into arcane since it's "the bes" spec. I played arcane and endured it in previous patches before it got buffed and managed to keep up with the "pro fire spec". Things change but you still can manage to use another spec because you like it more or are used to it.
Mages do pewpew dps, support the grp/team and treats every threat as their own and tries to prevent it. Buffing without complaining and playing the portal game in raids, teleporting the whole guild to stoneard without them even noticing.

What makes a good mage?
A good mage takes the time to learn their specs. Not copy someone they see and hope it works.
A good mage watches their aggro. They don't let pretty numbers make them feel cool. They know when the burn and when to throw down the heat and back off.
A good mage knows to watch their CCs. You "can" be a killer, but you can also be the most viable aspect to keeping people alive in big pulls.
A good mage knows when to use Fire/Frost ward. Your healers will love you.
A good mage uses ALL their spells. Counter Spell and Spell Steal are nearly the two most powerful non-healing non-damaging spells in the game.
A good mage comes prepared to raids. You provide the food, get used to it, accept it and be happy you can provide a key part.
A good mage in the end is glad they played their mage as well as they can, instead of QQing they can't do *insert something random* as good as *insert class associated with it*.

If you're talking about pvp, I think what defines the difference between a bad mage, a good mage, and an extraordinary mage are hard to count (because there are a lot).
I feel the most important thing for a mage is his ability to read the battle. Your priest is sitting in a repentance, your rogue is uncloaked, evasion isn't up, and his kidney shot is about to end on that warrior, and you see the DK and paladin running towards him.
An amazing mage instantly knows his rogue is in deep @#$%, sheeps the paladin, and novas+CoCs the warrior and DK while screaming over vent to tell the rogue to get out of his dangerous situation, then continues the rest of the match peeling targets off his priest, and then landing a key sheep+cs on the healer to score a kill.
Everything ties into good decision making like above, e.g. cooldown management, when to use sheeps or to save the timers on DRs, whether to counterspell a frostbolt or polymorph, when to juke a cast, and when to turret, how to play defensive and conserving CDs; the list goes on and on.
I suggest watching arena videos of very high rated mages and try to see what they're doing to lock down the opposing team, and when you have very specific questions ask on forums like ArenaJunkies, or the official WoW mage forums, where high rated mages are available to offer advice (although rarely in a nice manner). Another good resource is to ask mages on your own server! Just because they're 2500 rated, doesn't mean they're Gods who are too high and mighty for a normal person like yourself to talk to. Just be polite, and ask nicely, and with a bit of flattery, even a 3k mage will reveal his bag of tricks to you.
A basic starting tip I have for you is to learn as much as you possibly can about the game. A saying by Sun Tzu, "Know thy self, know thy enemy. A thousand battles, a thousand victories." rings true in all forms of competition. Knowledge is power, and knowing everything about your enemies, and knowing everything about yourself will help you come up with plans to counter their class abilties, and how to destroy their counters when you play offensively.
