what happened to the 40/21 arc ice build?

In all reality, it's still a solid build if you really want Ice Block. However, that said, later gearing scales better with fire typically. The addition of so much +crit, and the needed mobility in many encounters, allow fire mages to overcome the greatest mage flaw, that of 0 (or minimal) dps while moving. Ignite allows us to keep SOMETHING going while we're moving.
Moreover, in many events while iceblock is nice, it's nowhere near needed. Just takes a different level of thought in how to still be survivable while working without it. Sure, for the first couple weeks, you'll prolly be cursing, but 10/48/3 come 2.3 is probably going to be king again. (ATM if you're in 2/5 T5 or better, arcane is pretty damn funny how good the numbers can get.)

As mentioned above, a lot of people are now running with the 10/48/3 spec, or the 40/18/3 spec.
As for the Frost spec though, with the improvement to Arctic Winds (now adding a Damage % increase to all frost spells) Deep Frost has become favored over Arc/Frost.
10/00/51 and 0/00/61 are not uncommon.
Deep frost has a lot of nice tricks, and if you go deep you get the Water Elemental, 5% increased Damage from Artic Winds, Ice Barrier, increased crit from Winters chill, reduced mana cost and spell cooldowns plus the bonuses from Empowered FB.
Theory Craft says that Deep frost actually has better DPS than Arc/Frost does in the same gear.
If you're a frost lover, you may want to try it out.
