The build you created is not that great because you're wasting points in mediocre/useless talents that could be spent elsewhere.

you can't OT raids with that build very well, so don't bother with the prot talents. either go dual spec, or get someone else to OT.
you don't have UA or SD maxed, which will lower your dps. and sword spec is by far the worst dps increase of the three weapon types.
rapid charge glyph is pretty useless in PVE.
you can use this build, but you will almost certainly do very poor dps.

That is not helpful at all, please give argument why you like or don't like it.
What exactly makes Deflection better than Improved Rend and Improved Heroic Strike DPS-wise?
What's the use of Anticipation, Last Stand and Second Wind in PvE DPS? Don't waste your talent points like that.
If you're not 'dodge capped' expertise-wise move the point from Anger Management to Weapons Mastery.
55 / 8 / 8 is much better.

i took a quick look at your second build, and it's definitely better. however, there are still a couple places for improvement:
-second wind is not going to help you in pve, but improved slam is important. you will use slam a lot as arms.
-in the third tier of fury, you should move all 5 points into commanding presence unless you are 100% sure you will have a pally with improved might with you all the time.
-3/3 SD and 0/2 imp execute will do more damage than 1/3 SD and 2/2 imp execute. the way most arms warriors do it is keep 2/2 weapon mastery and then move those points into execute when you get enough expertise from your gear to be dodge capped.

As the author of the pvp sticky I'd like to give some pointers from my view. And yes I also pve, done nax25 quite some times I might say in hopes of getting a better weapon (damn out of reach furious crap).
My dps when last raided was at a respectable 4k-ish.

Except I use axes cuz they are just better dps wise, but i can imagine you like swords and they are not that bad that you will see a whole lot less dps for you flavor decision.
Like others said, you are not prot, dont waste talents their. It only buffs stuff you shouldn't be using. It also makes you lose points on stuff you do want, most noteworthy those in the fury tree.
Like commanding presence and imp execute.
Also spamming slam gives a hell of a lot more damage then ms'ing every cd. Mostly because of the damage-per-rage ratio. MS hits a bit harder but for double the rage, which is not worth it.
I always use this priority list:
Execute when boss is at 20% or lower.
Execute when SD is up.
Overpower when TfB is up.
Slam, slam slam.
MS when i need to burn rage.

works nice in pve. Juggernaut i find useful, lots of fights require me to get from one mob to another really fast and burst something down, second wind is also somewhat useful since it is a slight self-heal on some fights.
Tanking as arms in a raid setting is emergency only (i have prot dual specc for proper tanking) when i have to do that i mocking blow, switch to def, put on a shield and 1h, shield block...then i spam revenge, ms, hs/die.
on stationary fights: (keep rend and shouts up) execute-overpower-slam. MS when loads of rage, queue HS when too much rage.
on mobile fights i skip slam and MS a lot more. (keep rend and shouts up) execute-overpower-ms, HS when i get loads of rage.

Sure, you might think "I don't use heroic strike", but it's damn well better than nothing (you won't likely get hit, so why get more parry?).

I never use Hs so it never benefits me. When doing dailies the extra parry helps, a bit.
Meh, choose whatever you want, both are crap for pve raiding and instances.

Because if you dont specify ppl will assume you are asking for an optimal endgame spec. Their is no spec that does pvp+raid+solo together without sacrificing at least something at least one of those three.

3 talent points for only 3 rage points and in a skill you only use up to lvl 40 and even more a skill that almost completely stop your rage generation, well it is just not worth it. I prefer to have some extra defense instead.
