Value of the tier 7/8 set bonuses for prot

Are the 2pc/4pc set bonuses from the tier 7/8 sets good enough for prot that, even as I find upgraded gear, I should continue to wear the tiered pieces? Like, how often do you guys still equip these items, even as you have found upgrades?
bonus to shield slam damage (tier 7 2pc bonus)
shield wall duration (tier 7 4pc bonus)
devastate crit ability (tier 8 2pc bonus)
oops I forget the ability! (tier 8 4pc bonus)
I have only managed (so far) to get 2 piecs of tier 7, and I love that shield slam damage boost (big threat). But, I have already found gear (thru badges) that could potentially replace it, making me lose the ability. Essentially I'd be trading shield slam damage (threat) for more survivability (AC/STAM/avoidance). And, although that shield wall duration seems sweet, should I spend the time acquiring more pieces of this "older" gear if it's just going to be replaced?
Also, approaching the tier 8 gear, is the Devastate ability worth obtaining? I understand crits mean more threat, but I don't really weave Devastate into my rotation that often... get 5 sunder stacks, then only to try to proc S&B. If it was a primary attack like shield slam, I'd say yeah. I guess I'm missing something here.

T7 2pc. was ok
T7 4 pc. was not worth getting
T8 2pc. was a nice threat boost
T8 4 pc. was incredible (for certain fights)
T9 2pc. is good
T9 4pc. is meh
the stat gains almost always make it worth upgrading to the next tier, rather than keeping outdated gear. the armor, stam, and avoidance increases more than make up for the set bonuses.
you should be using devastate quite often in your rotation, especially with one of the T8/T9 2pc. sets.
you should certainly not be rending...
