Shields are definitely more usefull on the tank than on the raid. That being said, here is what i conclude from this spell description:
- 10% chance of any healing done by a spell means that any raid healer will see the hammer proc much more often. Given the amount of aoe healing needed in Ulduar, druids and shamans will see the proc almost each ICD (3-4s of hots or 2-3 chain heals should eb enough to proc). Single target heal classes will see the proc less often (though glyph of holy light might work well too).
- once the blessing is procced, a paladin or a disc priest will be able to stack a big shield on the tank relatively fast, without having to change target. A druid/shaman/holy priest will have to change target (ie focus on the tank for some time) and will stack a smaller shield over the same amount of time. On the other side they will be able to grant a small shield at almost no additional cost (time or mana) to other members on the raid. For example, all existing hots from a druid on the raid should cause the shield on the players once the blessing procs. That plus hots and Nourish spam on the tank will allow for worthwhile shields on the tank too.
As i see it at the moment :
- paladins and disc priests will proc less shields but they will absorb more. They won't have to change their rotation/targets
- druids, shamans and holy priests (more exactly raid healing priest) will get a slightly smaller shield on the tank more often, as well as shield the raid for minor damage. They will have to adapt their rotation slightly.
Example of rotation change for druids (i'm a druid so naturally thatt's the one i'm interrested in :p) : make sure that you have all hots running on the tank at the end of the ICD (not necessarily a change as many keep them going anyway), build a 3-LB stack up and WG the raid, and the blessing should proc almost immediately from that and the residual regrowth/rejuv/... on the raid. Spam Nourish on the tank a bit and use WG each CD.
It does indeed seem quite worthwhile for every class.

Once procd, a paladin's beacon would benefit a ton from this, as both the MT and the OT could get a pretty nice shield.

You do realize that you have to let the healer put out ~130k healing in 15s to get a 20k shield ? If that's what you are doing, then you're doing it wrong anyway.

What's the full requirement for acquiring Val'anyr? I know that you need to collect 30 shards, and kill Yogg-Saron, but does it also involve doing any hard modes?
I am concerned that, if you have the instance virtually on farm (which I believe you would by the time you have 30 shards) and the hard modes down already, what use is 15% extra healing 30% of the time? It just seems anticlimatic. With Sulfuras, Thunderfury, and the Warglaives, the bonus might not amount to much more than 15% either, but no matter what, at least more damage is always useful. 15% extra healing when all you have left to farm is Yogg and Algalon? Meh. If it doesn't require hardmodes, I can see a much higher lifetime within Ulduar.
I guess there's also the consideration that the Gundrak and Icecrown raids have yet to be released, and it will still see much use in those. Hopefully there will also be upgrade options for Val'anyr, so you're not replacing it with some 700sp mace from Arthas.

FTFY. The effect requires healing to be done to activate the blessing on the healer, meaning you can't spam heals on a full health target before you engage to get it up on the pull. After it activates, all healing done - overhealing or otherwise, HoT ticks at full health or not - will contribute 15% to the shield.

For yogg on non hard mode, you will have all 4 keepers helping you.
To get this mace besides the 30 shards you have to kill him with only 3. Going into hard mode, but it's the easiest form of hard-mode.
They specifically made this mace good for every class. Every single class will have to alter their healing when this procs.
I'm a druid and I've started collecting shards from my guild. GC said exactly how it works.
The way this works is that when the proc happens (which is a 10% chance whenever a hot or direct spell heals, with a 45 sec internal cooldown) you gain a buff (the Blessing) on yourself. Now all of your heals for the next 15 sec cause an 8 sec damage shield. The shield stacks with itself. It includes healing done by subsequent ticks of existing hots on the target. Note that the spell has to actually heal, so hots ticking on a fully-healed target cannot cause the proc. However the shield is based on the size of the heal itself, not the amount healed – i.e. 100% overhealing will not proc the Blessing on the healer, but the shield itself includes overhealing once the Blessing is active. The shield can grow to a maximum size of 20,000 damage absorbed.
Example 1: A paladin casts Holy Light for 10K on the tank, which partially heals her. The Blessing procs, so the paladin’s Holy Light immediately causes a shield on the tank which will now absorb 1500 damage. The tank dodges the next two hits, so no damage is absorbed. The paladin then casts another heal for 8K, but only heals the tank for 600 before she is at full health. The shield is now at 2700 damage absorbed (1500 + 1200) for 8 sec.
Example 2: A druid casts Rejuv on the tank, healing her. The Blessing procs on the druid on the second tick. A shield is applied to the tank which absorbs 15% of the amount healed by that tick and each remaining tick of the Rejuv. If the druid also gets Lifebloom and Regrowth on the tank while the Blessing is up, then those ticks also contribute to the shield. If the shield goes down because the 8 sec duration expires or it absorbs that much damage, it can go up again as long as the Blessing lasts, which is 15 sec.

To answer some questions:
1) If you are lucky enough to have two hammers in your group, then they will both contribute to the same bubble.
2) It should work as you would expect with PW:Shield and similar effects. Specifically, the damage should work through one shield and then the other. I don't know off the top of my head which one is used first. Sometimes we have edge cases with multiple absorbs like this that we will need to solve as they arise. (To be clear, PW:Shield will not proc the blessing or the bubble though, because it does not heal.)
3) If you have the blessing (i.e. you caused healing and the proc occured) then overhealing will count towards the bubble. Hots that tick on a target will still contribute to the bubble. You can also choose to switch to a direct heal if you don't have enough GCDs available to get all of your hots up before the blessing fades. The confusing part here is that hots that don't heal won't cause the blessing (we didn't want you fishing for the bubble before a pull by constantly healing the tank, though I suppose you could if your tank was injured). But once the blessing is active, then all of your healing spells will contribute to the bubble even if they do no actual healing.
We'll leave it to you guys to theorycraft out if you think the hammer is marginally better for one class than another. Some players were speculating before this announcement that the bubble only applied to one spell, which would definitely favor Holy Light. We implemented it the way we did to make sure the other healing classes could still get juicy bubbles while the blessing was active (which is 15 sec).
