As the person with the green text said, popular theory is that resurrection spells in lore require first of all some amount of preparation, possibly rare reagents, and on top of that should be done fairly quickly. Think of it this way that human brain cells start dying after 10 minutes of no life-support (fresh blood & fresh oxygen), could very possibly work the same way in Azeroth. So while I guess bringing them back might be possible even an hour late, they could be drooling halfwits by the time you resurrect them. And while it's possible that healing magic could repair the damage to braincells, I doubt it could bring back lost memories and learned skills.
You sure it is as much as 10 minutes? I thought it was more of 10 seconds?

if i remember right so is it 10 seconds then they seize to operate, but it takes longer for them to be destroyed. Not sure how long it takes before brain cells starts to decay, but i think it is couple of minutes.

Maybe Uther wouldn't want to come back? Maybe he's too decayed? Maybe Frostmourne stole his soul?, yes it did
