Killing major Lore characters and not allowing them to come back to life is something that has been discussed over and over again. I am not saying your thread is redundant, but it's something a lot of people think about.
I don't recall that last thread like this I read, so I can't really remember what the best explanation was, but my own point of view is this: Resurrection spells work only for a short period of time after the death of the person. I know this is not exactly the case with World of Warcraft's gaming universe (as you can die, release, wait a whole year, and still be rezzed), but it kind of makes sense in the Lore universe of WoW. Usually whenever a major character dies, the situations is pretty dense and there is nobody available to resurrect them immediately. So, in a way, their spirit leaves the body, and the spell cannot work.
I know it's a shabby explanation, but it works...kind of.

As the person with the green text said, popular theory is that resurrection spells in lore require first of all some amount of preparation, possibly rare reagents, and on top of that should be done fairly quickly. Think of it this way that human brain cells start dying after 10 minutes of no life-support (fresh blood & fresh oxygen), could very possibly work the same way in Azeroth. So while I guess bringing them back might be possible even an hour late, they could be drooling halfwits by the time you resurrect them. And while it's possible that healing magic could repair the damage to braincells, I doubt it could bring back lost memories and learned skills.

Also remember in lore, resurrecting the dead is more difficult than a quick redemption.
For example, Kel'Thuzad's remains had to be placed in the Sunwell for him to come back to life, in a Lich form.
Also, when Sylvanas is being resurrected as a banshee, it looks like a ritual of some sort.

to be ressed. But then the question is, why does he not want to be? Is he so disappointed in Arthas that he refuses to come back? Or does he just want Tirion Fordring to do all the work?

how long time did it take before any other char could have found him?
If it took too long i guess his spirit has entered the afterlife of azeroth and will not rejoin his body.
The other off chance may be that arthas probarly defiled his body so the remains of it is kept. So the state of the body made resseruction not an option.
In WoW you can bring anything back to life but some result is not good, if you force the body to be alive the body and spirit becomes twisted. If the body is decayed you would have a dead body but a living spirit(Forsaken state). So do not think uther would want that.

Also i think Uthere will be present at the Arthas fight, perhaps he gives us courage in the last fight(A sort of buff)?
