I think I can needlessly complicate this issue further.
With Obliterate losing a lot of love, and Death Strike gaining a lot of love (+30% damage from talent, +25% from glyph, , why not just skip the frost talents up to Annihilation altogether and Death Strike to get your death runes? Yeah, it's not as much damage as Obliterate, but think of the benefits you'll get by not wasting those frost talent points.

The raiding spec I was looking at for blood on the PTR is
this. It utilizes all necessary talents in the blood tree for dpsing, along with extra RP for a longer lasting DRW (uptime approx. 45% with glyph). You also get a squishy, permanent ghoul. Like Gen said, Obliterate isn't going to be used for a blood spec anymore; it seems as though Blizz has set the trees to be doing only one FU nuke (exception being frost for howling blast, of course), for doing their maximum DPS.
...And Death Strike can heal me for 15k when it crits.
My rotation I use is PS/IT, IT/PS, Death strike, Heartx2, DC dump, Death strike, IT/PS, PS/IT, Heartx4.
Use DRW whenever it's up, only at 130 RP.
Glyphs I use are: DRW glyph, Blood strike glyph (affects HS, too, don't get the HS glyph as it's utterly useless for PvE), and the Death Strike glyph. Minors are up to you.
