Ehh, with the massive amount of talents/abilities/glyphs producing runic power for Frost (it's the tree generating the most at the moment) it's not needed. Most tanks only put 1-2 points into it for extra rp for RS but with 3 most tend to runic power cap themselves pretty fast as you can't spam RS (this is different for Frost as they have FS but at a 32 rp cost you need to balance the two abilities out)
At most, 2 points but most of the time it's not worth the points invested versus some of the most important tanking talents for Frost. I say nay as there's a lot of talents missing that are better per point then SoB for Frost :P
No, there isnt, SoB is the best thing for frost tanks, only reason you wouldnt need it is if youre bad that and arent using RS enough
just RS will make your RP generation pathetic, even with all the other talents and a priest using rapture and a druid using revitalize you can barely have enough to use FS regularly
Also you CAN spam RS, Also subversion is pretty good for threat, +9% crit chance for 2 fairly often used moves is good... butchery Ill agree is fairly weak, especially compared to the mighty SoB
btw - SoB has no cooldown, and gives you 10rp on hit

Am I the only one that notices that 3/3 SoB works out to at most 1.5 RP/second (3 melee attacks for 5RP each, once every 10 seconds)? Each of your abilities are generating far more than that (when using HB/OB/BS, etc) every GCD, so what's the extra little bit of RP going to do? It's a lot of talent points for an increase in RP generation of 1.5/s (which is what... another 5% more RP?).
With every ability I use macroed to include Frost Strike, I'm still able to pull off a few Frost Strikes before running out of RP, and there's pretty much no downtime in my rotations.
Long story short, anyone who's done any frost tanking can see that it's a bad build.
This thread is not a debate about what would be better.
It was about how to deal with the individual in question, and not the build behind him.
Everyone has their preference about what they like to take in their build. There are various key abilities for frost tanking, but you're ultimately left with about 10 points that you can spend more or less as you please.

depends on how hardcore your guild is. if its casual, then your going to have to put up with people slacking. If its more hardcore, then you can attempt to force people to comply for the sake of progression.
I have a friend i work with in a casual guild (not mine) who's spec is simply horrible. He's a prot pally and does not have 5 points in either Anticipation (5% dodge) or Deflection (5% parry), both of which are in the first 2 tiers of their tree's. Obviously a major talent mistake, but when i attempted to discuss this with him, his response was "i'm not going to just do the cookie cutter standard, i want to play my character the way i want to, and i'm going to spec however i want" then proceeded to point out what gains he has that other prot pally's may not that put 10 points into those talents.
There are people that play wow that are like this, that just want to play how they want regardless of facts. You either have to put up with them, attempt to force them to change or get rid of them. In the case of my friend, he's in a guild where people don't care about specs, so he can get away with it. I think if push came to shuv he would quit the guild before he changed his spec.
