So based on this, does that mean that Frost Nova will NOT cause this talent to trigger?
Correct. If you don't already have a slow on the target before you drop a shatter bomb, your frostbolt will not get the 12% bonus. This is why when I duel mages I usually let my MI put a frostbolt on them, and then frost nova>IL>DF, then Silence into a shatter bomb from my water elemental, to get full benefit on my burst opportunities.

Hell if I know, Blizzard is weird about these things. They probably don't really care either, and have it at the very bottom of their priority list, right below adding more mailboxes to the game.

Because you can't torment someone when they're stuck in one spot, it's no fun. True torment involves making them *think* that they've got a chance of getting away.

Most probably know this but for thos who dont, you don't need to slow the target yourselfl ever in PvE. All tanks have abilities that slow an enemy. Even abilities which slow casting speed are considered a slowing effect. I always check to make sure they are using them because some fail tanks don't. This should equate to an automatic dps boost.
Does the spell slow work even if the target doesn't use spells?
All tanks have an ability that slows an enemy's attack speed, not necessarily snare. A Warrior's Thunder Clap snares, a Paladin's Judgements of the Just doesn't.

Slow doesn't work on most bosses, but yes, against mobs/players, you benefit from TTW with Slow applied.
Also, Thunderclap doesn't snare, unless there's some mysterious protection talent that I don't know about.

Gah, you're right, I keep forgetting, the slow movement is War3, not WoW =__=;;
This would be a few times I've mucked it up now, never learn.
And just to clarify, sorry for my unclear wording, I meant abilities that slow casting speeds, as opposed to Slow, the spell.
Having said that, if it does work with Thunder Clap and Judgements of the Just, then it implies that TTW also works with abilities that decrease melee attack speed, as well as casting speed.

FWIW, Slow does work on Raid bosses, just not the movement speed part. The Casting and Ranged Attack snare does stick, and thus, causes TTW to activate.
