First, be sure to max out your +Spell Hit rating as not being resisted will significantly boost your DPS. With 5/5 talent points in Shadow Focus you will need to be at +76 Spell Hit. Having a SW:P resisted burns up an incredible amount of mana. Mana that could have been used for additional damage. There are several quest rewards and rep rewards with a good amount of +Spell Hit on them so it shouldn't be a problem. The Spellstrike alone has +38 Spell Hit. Next stat is +Spell Damage of course. Red Gems in every socket unless the socket bonus is better though it rarley is. Next +Spell Damage enchants. These WILL BE very expensive but will boost your +spell damage by an additional 75;
Bracers +15 (Unless your having trouble getting to +76 Hit then get the +15 Spell Hit)
Gloves +20
Weapon +40
If your kinda broke, go for the +Intellect enchants on the Weapon/Bracers instead. Fairly inexpensive and will give you some extra mana so you can DPS a little longer.
Also If your a high level enchanter you can do +12 to BOTH rings for an additional +24 spell damage. Enchanter can only enchant there OWN rings.
As Campy mentioned; Tailoring the FSW set and creating/buying the Spellstrike set will go a long way to getting to the +800 or so spell damage you need for Kara. Also several PvP rewards are within a few stat points of several Kara boss drops;

Veteran's Dreadweave Belt
Veteran's Band of Dominance
Veteran's Pendant of Dominance
As stated before always keep VT and SW:P up on the target. Mind Flay constantly. If you have the talent point in Inner Focus pop it for a free SW:P, MB or SW:D cast. Just be careful with SW:D. Having it crit when your low on health can be very bad. Funny story. Just for the hell of it I used SW:D on Curator during his Evocation phase where he takes 200% damage. Critted for nearly 6k and almost killed me in the process. :)

For the belt, try to get a crafter on your server to make you a Belt of Blasting

Nope. racial dranei, Inspiring Presence , +1% to hit so you need +63 hit.
Between Symbol of Hope (+1k mana/fight) and IP, that's why I picked draeni for my spriest.Correct. For Draenei priests, you only need to get have +63 Spell hit rating. If my priest wasn't already 59 when BC came out I probably would have rolled Draenei myself.
Minor correction, it's gloves and not bracers where you can choose 15 spellhit instead of 20 spelldmg.

On the same topic of keeping aggro down, do we know if VE over healing causes aggro?
Overhealing never causes threat, 1 HP healed = 0.5 threat otherwise.
Problem with VE is it's a group heal, you're gaining threat for healing 5 people at once if all five are not at full health, so it can build up quite fast.
