/target SomeOnesName
/s %t is in my proximity. Do not under any circumstances cast mammoth.
/cast Mammoth
No idea what you'd use it for, but there you go.
edit:
this assumes that mammoth is castable without a target.

Maybe whoever the name is, likes to jump on peoples' mammoths in battlegrounds?

Now that I think about it, you should probably use this instead:
/target PlayerName
/cast Mammoth
/stopmacro
/s %t is in my proximity. Do not under any circumstances cast mammoth.
That will prevent it from /s'ing when you don't have a target.

i prefer this. clears your target and tries to acquire said person. IF they aren't there it casts it.
If they are it stops the macro and tells you in text
only you can see
that they are there, to prevent spamming.
/cleartarget
/target PlayerName
/cast Mammoth
/stopmacro
/script DEFAULT_CHAT_FRAME:AddMessage("PlayerName is near. Don't use mammoth or you'll be baby spiced.")
or
/cleartarget
/target PlayerName
/cast Mammoth; Swift Razzashi Raptor
/stopmacro
/script DEFAULT_CHAT_FRAME:AddMessage("PlayerName was near, other mount used instead.")
simply replace the second mount with one you have
