You don't ;p. Exclusive == they won't stack; that is you can enjoy the effects of one or the other, but not both (inclusive).
to be honest a better buff for earth shock would have been a little armor pen or reduced armor like a sunder or expose armor.
The thing is shaman don't do a lot of melee damage, even enhancement has a large proportion of their damage as spell attacks.
I liked the idea of a -10% melee damage instead of -10% melee slow, except then you have a stacking buff that will affect raid balance/class choice in a raid. Earth shock as a weaker Demoralizing Shout might be a better option.

If it gave knockback i'd most likely
lose
DPS from using it... and people would shout at me in PUGs.
... and i'd be letting opponents have a change at escaping. Knockback, especially on ES, no thanks. Maybe a knockback elsewhere foe when I need to flee.

I fail to see how it's unhelpful. Given the choice between no debuff and a undispellable 8 second 10% melee slow, tough choice. It's a straight-up buff. Enhancement shaman having 10% less damage on them while questing, and other shaman will also have the same option.
Flametounge totem being weaker than totem of wrath doesn't make it useless. Or untalented Windfury totem. Warriors, deathknights, and paladins don't have our totems, so it's kinda unrealistic for us to expect to have a matching melee slow and call anything less 'worthless'.

The reason for the change is obvious. They're paving the way for shaman tanking.

10% attack speed debuff is simply as a placeholder for balance reasons. It makes for a easy change later on to directly tweak shaman performance.

Actually, its more than 10%. While questing, we usually can burn the mobs down before they land 10 hits on us (come on, we got a nice quest-mob-burst damage ^^). If, 'cause of the debuff, they land only 4 instead of 5, thats 20% less damage =)
The dmg reduction will sit at 10% only after being hit by the 10th hit.
