In general, when talents use the word 'You' they are referring only to the player who actually has the talent:
Example
(Everyone gets 3% haste, Only the boomkin gets the spellpower)
As possible other proof, if it worked for everyone, I think the tooltip would say :
Your Leader of the Pack ability also causes affected targets to heal themselves for 4% of their total health and gain 8% of their total mana when they critically hit with a melee or ranged attack. This effect cannot occur more than once every 6 sec.
There's no need to hang the mana effect on the end of the tooltip if it works for everyone... because it doesn't.
And besides, even if you were right, how much use would that mana be to ferals?
Its designed to support others in your group.
Its INCREDIBLY useful for at least these 2 things:
Leveling -- You kill mobs until you're low on mana, then you heal yourself and go back to fighting. By the time you need to heal again, this talent has your mana pool full and ready to go. No downtime.
PvP -- Its very easy to run yourself OOM powershifting out of snares and swapping from bear to Cat and back, even with the mana reduction talents. This talent assured your mana pool stays full.
There's probably quite a few more reasons, but these 2 are obvious.

The talent exists because we don't regen mana well in our non-mana forms. This is to prevent balance or resto druids from hiding in prowl until they naturally regenerate. This talent allows feral to not have to suffer for this balance issue.

Are you saying a Resto or Balance druid does not get full OO5SR MP5 while shapeshifted? Do you have any source for this? Because without looking for a source to prove you wrong, I'm gonna go ahead and say you're absolutely wrong.

Maybe it's changed since BC, but it was definitely slightly slower in feral forms during BC.

Okay so it looks like they removed the penalty at some point but I can't find a good source for that.

I understand now thanks to that example and the way you worded it. Seems I was always under the false impression that the mana affected the rest of the group but clearly I was wrong.

Again, I am too narrow minded in the sense that I was thinking only from the perspective of PvE instances where mana wouldn't be 'such' an issue for Ferals. But yes I do agree those are distinct uses.
Clearly this guy has never stepped foot inside an arena. (or played feral in general)

Last I played Feral was early BC, I've since moved on.
I guess it doesn't help when there are others in game giving me the false idea that the mechanics of Imp Leader of the Pack work the way I thought they did. Obvisously the OP is in the same situation.
Sounds a bit like MainStream media nowadays doesn't it? Swine Flue is the serious business aparently with a couple handful dead but many more get killed on a daily basis worldwide from road accidents and AIDS. But Swine Flu is a grave pandemic that we must overhype to get the general public to rush to Pharmacies and buy drugs.

I like to think the rest of the world isn't

ignorant but where ever you go there always seems to be some degree of it. Here in Australia its over hyped in the media, not so sure about EU.

Off topic: Don't fool yourself, your country is just as ignorant. Maybe less in some areas but most probably more in others. The focus of the ignorance shifts between countries, not the amount. People simply are stupid. Everywhere.
On topic: But then how did the OP "observe" the mana gain? I know he didn't get any mana from the feral ... but something must have given him mana. First time with replenishment maybe?

Off-topic: Bashing America on our Independence Day! Harsh! lol. But, everything you say is true. Last time I went to Canada was during the 2006 Winter Olympics. The amount of National Pride in the Olympic Team there was stunning to me. In America, its not 'real' national pride, its how many Wheaties boxes and magazine covers can you get your face onto... Ask any American to name an Olympian other than Michael Phelps. But the Canadians (this was Vancouver) had a real feeling of national support for their team, so I bought a Canadian Hockey Team Jersey from the local mall and decided I would support Canada in '06 (Go women's team =D).
More directly, America is ignorant because the vast majority of America CHOOSES to be ignorant... Most of our news is biased because biased news

better to the average ignorant American... The fact that our news is biased doesn't make us ignorant, us being ignorant is what made our news biased in the first place.
But there are some of us here who care enough and look hard enough to find real, actual, news. Daily Show ftw. (lol)
On-topic: To be honest, I haven't actually tried to test this out, maybe there is a bug or something and it actually is working for everyone.
I'll do my best to actually test this today.
Just tested, it doesn't regenerate mana for anyone except the feral.

On-topic...: Yes I have looked around other sites and they all confirm that the mana gain is only to the feral. Apologies again I got this mixed up. Well thinking about MegaVolt's question, the OP would probably have had some form of replenishment on. Or perhaps Mana Spring Totem where I 'think'.. the buff does not appear correct me if I am wrong. If it was a Ret pally etc then the OP should have recognised it I think. Maybe his mind is playing games with him. ;)

Ret paladins, shadow priest, and I think warlocks give the Replenishment effect(I thought hunters had something as well, but I could be wrong).
On top of that, you could have been put in group with the resto shaman, and his Mana Tide totem is group based, not raid based.
