The window where SoC tanking is better than SoV is small and typically in places where you overgear content. 4-5 mob groups is irrelevant as SoC only hits 3 and therefor groups of three would be where it would excel (for the first 6 seconds anyway).
SoC tanking in ICC = you gimping your TPS.
I've created a graph for occasions like this

Negative numbers = SoC TPS ahead of SoV
It takes three stacks of SoV to overcome SoC. SoC peaks at three mobs. If, with a 2second weapon I tab through the three mobs, Melee once, and use another attack to apply SoV, I have two stacks for every mob in 6 seconds without even having used HotR and appling a 3rd stack to all three.
Then at the 6sec mark, if you hit HotR at 0sec, its ready again, to theoretically if youre quick enough, you can have 4 stacks on 3-4 mobs in under 7.5sec. (accounting for lag)
6-7.5 sec is all it takes.
Now lets all go over to Blizzard Suggestion forums and ask for SoC to proc of HotR hits. >=D

I know it seems like it would be good but its not. SoC doesn't proc off your hammer of righteousness, and one thing you are going to notice about the ICC trash is....It has a TON of life! ZOMG we are talking mini naxx bosses! O.o :-P
Anways, having said that....getting your stacks of SOV up, is going to give you tons more DPS and tons more threat on all this trash.

I've been aggroing a few times as a healer, but I usually run them with RF and improved RF because there's a lot of damage coming from crazy places, so it's probably just that. I did all three of them on normal today and the last one twice and I didn't notice any threat problems which couldn't be explained by trigger happy non-tank members of the group.

First I'm hearing of this.
But I've heard some strange reports about threat in the new Lich King 5 mans. I have only tanked it once on normal mode, so I can't be certain, but I noticed some weird things about it too. It's hard to group up mobs with casters in them, because even when I silenced them, they didn't want to walk over and melee me. Plus I heard about mobs just randomly jumping off me and attacking someone else. The new instances might have some strange threat mechanics, anyone else heard or experienced anything like this?
Again, first I'm hearing of this, ICC 5 mans are #$%^ easy, even in my gear (3-4 months outdated, 32k hp), I didn't notice the difference between heroic and reg.
Mobs walk to you when they're silenced, no mobs jump to others and ignore threat.

Welp with the change to SotR (now a melee attack that procs Seals), Command is better for trash mobs. For the boss you want SoV for more threat though.

For ICC the only difference is the crossover point will be a cooldown or two further in the pull. SoV would still be better unless your DPS is downing things in ~10 seconds, then the burst of SoC might be safer even if its slightly less overall.
