God save me from ever getting stuck in a group where the tank chooses his gear based on aesthetics instead of performance.

These QS uptime figures that are floating around seem quite... exceptional. I was assuming they'd put an internal cooldown on it, or give it a somewhat unimpressive proc rate.
In vanilla WoW, the proc rate for QS was pretty damn high, and it had no Internal Cooldown. I think they only really introduced the "high proc chance, long IC" concept in BC and Wrath, seeing as there aren't really any proc weapons anymore.
In Vanilla, the proc weapons were pretty badass due to the frequency of their procs, and the lack of an internal cooldown.
I don't think they've changed QS' proc mechanic's at all, aside from the bigger numbers.

weapon procs are based on PPM, trinkets procs are based on ICD
a trinket can never proc faster than the ICD allows but PPM is an average so while you can get 4 procs in 1 minute off a 2 PPM weapon you could also go without a single proc but it'll generally average out to around its predesignated PPM
from the claims of a near 100% uptime it would be safe to assume QS 2.0 and 3.0 are 5-6 PPM
DKs, you CAN equip both the 2.0 and 3.0 versions without being hindered by the "unique" function, while they have a lower top end than other 1 hand DK friendly tank weapons they also have superior avoidance and mitigation and each proc is independent of the other and will both stack
