Yep. More swings = more rage and threat generated. Prot PVP uses a slower speed to maximize burst, but for instance tanking faster is indeed better. You'll find that most tanking weapons are right at or around 1.6.

The ideal is a fast tanking weapon (about 1,6speed), and a slow dps weapon which you whip out whenever your not tanking (Like when your add is down if your OT). Blood draining on your tanking weapon, berserking on your dps weapon.

First reason is negligible. Second and third reason are the same.
Thus: the only reason you use a faster weapon is so that you can queue more heroic strikes and cleaves.

Not at all. Slow weapons generate exactly same rage as faster weapons. Faster weapon has the rage generation more steady. Prot MTing has little to do with rage generation with melee swings (95% of rage generated is trough damage taken).
Actually its the other way round. Faster weapon = more rage dumped per second (with HS/Cleave) = more threat.
In terms of mechanics, slow weapons do indeed generate exactly the same rage as faster weapons, but we're not splitting hairs to determine the mathematics behind it.
The main reason for wanting a faster weapon is to keep HS/Cleaves up, as you mentioned... is to generate more threat, as I mentioned. Additionally once you reach higher gear levels you'll find that many attacks are simply avoided outright, negating rage generation, and again making it important to have the steady income from a faster 1h weapon.
Worth mentioning that same as in PvP if you plan to tank while not being hit (by anything, aoe damage included) slow weapon is actually slightly better (but there is no point to carry one just for this reason).
Prot PVP is a different setup than Prot PvE, totally different goal and style (maximizing burst/shield output). It was worth mentioning to the OP so he knows what he's looking at if he sees a prot warrior in a prot pvp setup, but that's an entirely different subject.

On a single mob, though, deep wounds doesn't really favor a slow weapon as much as you might think. A fast weapon will, in that case, give more deep wounds procs for less damage each. This because it attacks more often and thus also crits more often.

this is really not true; the amount of rage you generate from offensive attacks is negligible. have you ever had to rely on autoattacks for rage generation? it's like 9 per swing or something.
i end up watching this at the beginning of the jarjar fight more often than i like and even with a 1.5 speed weapon, my white swings don't generate enough rage for me to do squat. rage generation should be completely disregarded when comparing tanking weapons.
