Well I didn't have anything to do and I tried to see what would be the BiS for for a Bear.
Is it right? Or missing stuff? Lemme know. :)

in BiS dodge should easily push 45% even before raid buffs so feel free to put guardian's exp/stam gems in your red sockets instead of shifting agil/stam as survivability is pretty much covered so why not focus on the other aspect of tanking, generating threat thus allowing dps to push more/sooner, ending the fight sooner and minimizing your need for more survivability
my take on it
I love the new rings of binding, physical mitigation is a dime a dozen, magical mitigation is harder to come by and they bring both in a hefty amount
while you can equip both scarabs you waste a potential on use/proc slot that could make at least some of that excess stamina unnecessary, heart of iron meets you halfway providing a large chunk of stamina along with added avoidance
i personally believe in the effulgent skyflare diamong over austere earthsiege diamond

although there are non tier pieces that grant more health, avoidance, expertise, w/e they don't offer 12 seconds less on your barkskin cd which translates into a 25% increase in uptime if used every cd
12 / 60 = 0.2 = 20%
12 / 48 = 0.25 = 25%
0.25 / 0.2 = 1.25 = 25% increase to uptime
for the sake of OCD color matching people and from lack of interest in weighing bonuses with potential gains i just went ahead and matched all colors, beats arguing over the tiny details with people i've never met about a game.
didn't include professions as those can vary even among people with identical gear and talents

BiS Bear Gear
- not focused on max stamina, but also getting socket bonuses where it is worth it. Jewelcrafting + Enchanting professions.
Stats unbuffed:
49357 HP
31998 armor
46% dodge
238 defense rating (+1.92% miss)
6753 AP
395 hit rating (~12%)
- some people may argue about this much hit rating: I say it is damn nice to be sure Faerie Fire and Demo Roar (almost) never miss -
43 expertise skill (10.75%)
43.64% crit
382 haste rating (15.14%)
94 ArP rating (6.71%)
Notice I am using the Steelbreaker 25 hard mode shoulders from Ulduar (ilvl 239) because they offer excellent value in hit & expertise. Alternatively, the
Shoulderpads of the Snow Bandit
could be used, but the difference in agility & stamina is negligible (in fact the lvl 239 piece offers more of each considering the +6agi socket bonus) and they would offer some more crit + haste instead of hit + expertise.
Also, even if I mentioned the set is gemmed in order to be a balanced gear setup and not focused on stamina, I used the two Juggernaut trinkets. Why? Because such a tank is clearly built for hard mode progression, where effective health is worth more than all the avoidance in Azeroth.
Oh yeah I totally forgot about the PvP staff. That would mean the HP could go up by ~1600. Guess I didn't think of it because I don't do PvP T_T

I've skimmed through the ptr database but there's going to be much more gear showing up so I'm refraining from a 3.3 BiS profile till I've seen more, in particular some hit rating.

Its gonna take a long while till the BiS list is composed. Since we do not know the Lich King drops, and the loot tables from the previous bosses are far from complete... duh, i dont like this. I cant plan the usage of my DKP into the future. The only thing i am sure to do is save up points for the staff that drops from one of the fat abominations.

Although most of the ICC raid items seem to be on the official Armory, there will be some time until sites with profile builders (chardev.org) have them in their database.
With the current gear available, I would dare to compile the following gear selection...
CLICK
1307 agility, 2028 stamina, 31 expertise and 2.66% hit rating. Hit is a bit low, I admit, but for the moment I guess it's not a big problem, since this gear also offers 15 sockets. Other weapons better than the Lightborn Spire quest reward will most likely show up, but for the moment it seems the coolest option. Distant Land would be a breat staff, but I like the expertise on the mace. With the damage being more streamlined in ICC due to Chill of the Throne, my trinket approach uses the Unidentifiable organ for its tremendous EH potential. The other trinket is there because of the stamina and spell resist it provides when needed.

Hm. I plan to roll with the Organ + Skeleton key. The wing with Sindragosa also unlocks the lich king and the hard modes, so ill be aiming for the trinkets you listed, Aadra. Heroic Organ and that Sindragosa thingie.
Seriously, those hard modes should come earlier. After a Tribute to Insanity, ICC has been a breeze. :-/

weird profiler comes up completely empty for me.
btw anyone else tested chill of the throne yet it dropped me to 20% dodge overall(unbuffed) yet the healers say they dont notice a difference and gotta say neither do i

Chill of the throne wasnt a problem really, i barely dropped below 50% hp.
edit: as if i didn't always say that it'll be fine. Buuut noone ever listens to Thror.

I ran through the 10m ICC last night and the healers didnt find the 20% hurt me much, although the other warrior tank said he noticed the difference.. how? i donno.. i dont play a warrior..
25m ICC first guild run starts tonight.. see how i hold up..
Thanks for the info on the BiS.. I am the same with my DKP.. maybe ill just hold off till a list is up and go from there..

Your expertise should be fine but as it stands there's really nothing new that's both better than pre-3.3 BiS and has hit rating
As you can
see
staying over the exp soft cap won't be a problem but with the current 3.3 upgrades we've got absolutely no hit rating.
You can use some rings, bracers, and belt with less EH and some hit rating along with 2 vivid gems to reduce your change to miss to 0.23% like
so

New items will find their way to the database, hopefully some respectable pieces with hit rating, so just give it time.
In regards to T10 set and non set pieces it seems there are currently two off-set pieces that even merit a comparison,
shoulders
and
legs
and only on the grounds of maximizing your healthpool.
Oh and the PvP staff is will remain the biggest stick this season it seems.

Hit Rating grants more % per point to spells than melee, 395 is actually ~15% Spell Hit chance, which
is
capped assuming there's a spriest or boomkin present -- woot =)

growl, challenging roar, demo roar, and FFF are based on spell hit.
32.79 rating = 1% melee/ranged/special hit
26.323 rating = 1% spell hit
With a moonkin/shadow priest as a given...
263 rating will ensure ALL physical/special abilities land and 4.01% chance to miss with spells
369 rating will ensure ALL abilities will land (beyond this is ABSOLUTELY USELESS)
Alliance with heroic presence and a moonkin/shadow priest as a given...
230 rating will ensure ALL physical/special abilities land and 4.27% chance to miss with spells
343 rating will ensure ALL abilities will land (beyond this is ABSOLUTELY USELESS)
