I believe +40 Agi gives more avoidance, not to mention the little bit of armor. But I haven't done the math.

Uh, the Dragonfin gives you 40 Stamina but the Eel does not. Dragonfin is automatic winner, regardless of the avoidance differences.
40 agility would be 0.544 pre-DR dodge. 30 dodge rating would be 0.663 pre-DR dodge.

The reason I am asking is because I am trying to get myself up to 101.6% unhittable for 25H Anub'arak adds. So it's the avoidance+block that I need, not extra threat.

4 agility gives the same dodge as 3 dodge rating.
With Kings it's 44 agility to 30 dodge rating.

Out of curiosity, do you have a profile with your tank gear on? Both the profile on your profile page and your armory show you in ret gear at the moment. I ask, because I am unhittable in my regular tanking set, and it was completely by accident. Just wondering what kind of gear you're currently in, as most of the paladin tanks I know are unhittable, so to me it seems odd that you aren't (especially at the 25H level).
But yes, go with the Dragonfin.

No, you are not. You can not depend on Holy Shield when counting unhittable for 25H Anub, you need it to be all passive. When you have 4 adds each hitting you every ~0.5 seconds, it will eat your Holy Shield charges in a second and you'll be left taking full hits.

This may sound mean, but I can use this as an example.
PS: For reference:
My tank.
You're not unhittable even with Holy Shield up.
22.79% dodge ~= 21.61% diminished dodge
21.59% parry ~= 19.64% diminished parry
~10.6% miss ~= 9.4% diminished miss
14.26% block
30% block from Holy Shield
that's 99.24% before diminishing returns and 94.91% after diminishing returns.
You get an additional 239 agility from raid buffs (Improved Gift of the Wild and Horn of Winter), plus 44 from dragonfin, after Kings.
45 agility from a battle elixir and 45 defense from a defense elixir.
That's 5.54% extra dodge, 4.13% after diminishing returns from agility
1.10% extra avoidance, about 0.7% after diminishing returns and 0.36% block from defense.
that's a total of 106.24% unhittability and 100.11% after diminishing returns with Holy Shield and fully raid buffed for avoidance.
And I was being rather generous and rounding upwards where I needed to.
I need passive unhittability. I'll log out in my tank set right now, but I guess it'll take some time to update it.
As you are now, I'm estimating ~101-102% unhittability with Holy shield up, with ~4% more avoidance than the other guy, fully raid buffed mind you.

But that's my normal gear, blade. The one I use to tank bosses. With my unhittable set (incomplete, mind you), I am sitting at almost 90% passive. I'll save a profile of me and the other tank who is trying to get to the same goal. Later today.

A: you were in your ret spec (dunno why, lol) so you'd have ~8% more avoidance than I said you would

Before others point it out, mitigation != avoidance, and block is mitigation.
And your macro doesn't take into account diminishing returns as well as sounding kinda fishy...

Edit: Figured out why my numbers were, in fact, fishy. I was using an old version of the macro that did
not
take DR into account, and was also from the old-school Divinity which gave a flat defense increase.
My bad for using old numbers.
