Well, you kinda have to ;) You need to place talents on the lower tiers to get at talents on the higher ones, by definition. But the stronger talents are usually at the top, so you want to progress as quickly as possible towards the key talents, which are:
balance - moonkin form
resto - nature's swiftness, swiftmend, treeform
feral - heart of the wild, leader of the pack, mangle
It varies a bit by whether you focus on PvP or PvE and how hybrid the spec is that you're using, but that holds true in most cases. Generally you pick one tree first, and then stick with it... it's often quicker to level with a dps spec and then change your talents later for healing, if you're levelling mostly solo.
When in doubt, pick the talents that reduce casting times or increasing healing/damage by a straight percentage first, those are almost always better than anything else at low levels.

I'd also advice you strongly if you're going to take 10 resto talents, go for the 11th with OoC. Please.

That's what I'd do if I were to level up a druid again. Others may have different views.
You may want to put Naturalist and Omen of Clarity as your #2 and #3, but that's really up to you. It'll bring OoC much, much faster and Mangle a little bit slower. I did that when I levelled, but now that I know how rocking Mangle is, I'd rather have that a little bit before.
