I dunno.
For me it goes..
1. Legs
2. Helm
3. Shoulders.
4. Chest
5. Gloves...
Hit is pretty much a good thing though for this tier so far I've seen, so Chest might be bumped up.

no offence but this is a bit of a daft question. all gear choices are relative to what you currently have.
heads, chests and legs have the highest stat budgets but then they also have the higher costs. also, as a set, there's high crit and not as much haste as we want. this makes the legs stronger than they might otherwise be as they're the only piece with haste.
however, if you've got purples in every slot but hands which have a green then you're gonna want to get those first.
