good question, I know that you can gain weapon skill from it, so I assume it counts as a melee hit, thus can proc sword spec.

Well teh question in regards to Heroic Throw, which i'm sure a lot of us dont really use in melee range. But as I said above, I was able to gain weapon skill with it(I used it at range), so it's safe to assume it counts as a melee weapon hit, thus it would make sense to further assume it can proc the sword's second hit.
Try it out, it's the best way to find out.

Just a guess based on my limited knowledge of how the game is programmed, but I'd expect that if not in melee range, you won't get a second hit. Sword Spec is a proc, and like most procs, has an associated 'spell' in the game files. How sword spec likely works is that you hit an enemy. Sword Spec procs, 'casting' the spell at the same target. The action of the spell in this case is an extra melee hit. But if the target isn't in range, the spell fails, much as if you tried to 'cast' mortal strike on a target outside melee. And since the proc is not a buff you can save, it's just lost.
