Seeing as how you gain experience from BGs, I don't know how you intend to "not go into 80".
If you gave your class, we could assist you better. Feral druids, for example, don't need int, and so would choose eviscerator. Boomkins would choose swift arrow. Mages would choose swift arrow.
No, mages cannot wear anything better than cloth armor. These mail and leather sets. Swift Arrow is for Hunter and Eviscerator is for Rogue or Cat Druid.

We call that being up to date with the game that you play. Seriously, if you are not aware that you can pay an NPC to stop to gain XP, I am sorry for you. You must be the kind of person that sign a contract without reading it.

A Moonkin would choose Overcast and a mage would choose Frostsavage. If the guy link leather and mail armor, it is obvious he is neither a druid or a mage. He is either a enh shaman or a hunter.
Either if he is a shaman or hunter, go with Swiftarrow

Seeing as how you get maybe half a percent of your bar per bg I fail to see the issue.
Unless aiming to stay 79 forever you still get to do bg's every day for a few weeks before you ding.

After the Alterac Valley BG exp nerf, I still leveled from the bottom of level 79 to 80 in a day. And it is more like half a bar to a bar and a half pending your team's performance. The only other form of EXP I did was get the Exploring Northrend Achievement.
I would not turn off experience. Doing wintergrasp often will give you more than enough honor and marks to make a beginning PVP set.
