Suggest me an addon: (de)buff timers

I've been looking around at various addons and can't find one that does what I want but it's so obvious that it must already exist so I'm hoping someone can point me in the right direction.

What I'm looking for is an addon that draws extra attention to an actionbar icon when its corresponding buff/debuff is about to fade (make it glow or so), and extra attention when it completely fades (subtle audio, briefly expanding icon, continue pulsing afterwards for example). Also alert me when CD's are available in a similar matter.

So no progressing bars or weird auras, just a modification of my current default actionbar icons.

Examples of use:

Small warning when Mana Gem is nearly off CD AND mana is below XXX. Big warning when it's off CD AND mana is below XXX.
Small warning when scorch debuff cast by any player is about to fade on my target. Big warning when it fades completely.
Small warning when Bone Shield ran out AND is nearly off CD OR when it is off CD AND nearly runs out of charges/time. Big warning when it is off CD AND the buff is not active.
Small warning when Unholy Blight is about to fade from me. Big warning when Unholy Blight Completely fades AND I have enough Runic Power to cast it.

Does an addon for this already exist and if yes, where can I find it? The effects I described are just an example, but I'm basically looking for a clean solution that gives me warnings by drawing attention to the important actionbar icons.

Thanks for the tips, especially omniCC Pulse is a nice non-intrusive addon that really helps a lot.

I've also found an addon that can display the remaining debuff time on the corresponding actionbar buttons (DebuffCaster), but that is very Warlock specific and my coding knowledge is too limited to get it to work for DK's (that have debuff spells that do not correspond to the same ability ID). It's very close to what I want though, so I may have to work on that .lua editing thing.
